About this file

This document is a Solicitation Addendum issued by the Texas Health and Human Services Commission (HHSC) for the HHS0014504-5 Reverse Osmosis Control Panel project. The addendum provides clarification and additional details on the procurement, including the expected timeline for completing the controls replacement work, which is anticipated to take up to 4 weeks, with the controls replacement itself expected to be completed over a single weekend. The addendum also addresses a question from a potential bidder regarding the use of an Allen-Bradley Micro800 PLC as an alternative to the specified Allen-Bradley MicroLogix 1500 controller, which is now obsolete. HHSC indicates the Micro800 PLC line may be substituted, with the specific model dependent on the number of required I/O points.

The solicitation is for the design, programming, and installation of a replacement control panel for the Reverse Osmosis Deionization Water Purification system at a DSHS facility in Texas. The control panel will house a programmable logic controller (PLC) and operator interface terminal (OIT). The project includes disassembling the old system and installing and testing the new system. The solicitation addendum provides details on the control panel specifications, including a NEMA 4X stainless steel enclosure and the use of an Allen-Bradley MicroLogix 1500 PLC.

: What is your expected date of completion for replacing the controls on the RO system? The schedule in the IFB lists a start date of August 31, 2024, but does not give a desired completion date.

Answer:. In discussions regarding the amount of work required it was anticipated total completion could take up to 4 weeks. This does not represent 4 weeks without sufficient control to provide RO/DI water. It includes time to complete electrical power modifications for a by-pass during weekends. Solely the controls replacement itself is anticipated to take a weekend.

Question 2: May we use an Allen-Bradley Micro800 PLC in the control system? The Section 7.1 of the IFB document (below) states that the system will use an Allen-Bradley MicroLogix 1500. That controller model is now obsolete. Rockwell Automation (Allen-Bradley) recommends migrating small systems such as this to the Micro800 family of controllers. The next larger, more scalable product line is the CompactLogix, but it is considerably more expensive than the Micro800.

Answer:. I cannot provide a complete answer without review of the number of IO modules in use or needed for the controls. The MicroLogix 1500 is now a discontinued product. The MicroLogix1400 is the closest match to a 1500 which has not been discontinued. The MicroLogix is an older technology line of products. Hence, greater potential to be discontinued in the near future. The Micro family of products are a newer line and more up to date with current technology. Hence, have a lower potential to be discontinued in the near future. The 800 is the base model with limited number of IO module adds. Different 800 line models have different number of IO module adds. The number of items to control determine the number of IOs needed. I have only had a direct discussion with Hyperion during site review visits as to the number of items requiring control for determining the needed IO modules & possible future need to control added components. The short answer is yes the Micro800 line of PLCs or programable logic controllers may be substituted. I cannot say it would be the base 800 model. It could be a Micro 810, 820, 850 depending on the number of needed IOs – aka Input Output.

7.1 Specifications

Insert Pricing on Exhibit C- Pricing Sheet Design, program and install a replacement control panel that houses a programmable controller (PLC) and operator interface terminal (OIT). Disassemble the old system, install, and test new system.

Answer:. I do not see this changing as both logic controller lines should take about the same space and can be DIN rail mounted.
