About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Texas A&M University System ("A&M System") for a Supplemental Prescription Drug Savings Program ("PDSP"). The RFP seeks proposals from qualified vendors licensed to operate in Texas to provide this program for the plan year beginning September 1, 2024. The A&M System desires proposals that represent the best combination of quality and cost, with the intent to establish a services agreement with one vendor. The addendum addresses questions and responses related to the program's implementation date, current savings, pricing structure, and the provision of claims data for analysis.

The current PDSP is estimated to have generated $3.2 million in savings over the past 12 months. The A&M System prefers to maintain a per-employee-per-month (PEPM) pricing structure, though it is open to discussing a reasonable implementation date. The system has provided detailed claims data and financial information in Exhibits A, B, and C to assist vendors in preparing their proposals, which are due on August 23, 2024.

Office of Procurement & HUB Program

ADDENDUM NO. 1

Date: August 9, 2024

RFP Due Date: August 23, 2024

RE: RFP01 SBA-24-218 – Prescription Drug Savings Program

Respondents shall acknowledge receipt of addendum(s) on the Execution of Offer (Exhibit A).

Questions/Responses:

1. Assuming an 8/31 award date, what is the expected launch date of the program?

Response: Since employees and retirees do not need to enroll in this program, we are open to discussing a reasonable implementation date.

2. Can you share what savings/results are generated by the PSDP in place today?

Response: The most recent reporting indicates a savings of $3.2 million over the last 12 months.

3. Would the Texas A&M University System consider Per Member Per Month (PMPM) pricing vs.

PEPM? Our service is also available to spouses and dependents.

Response: The current program is available to all members, and we would expect this to continue.

However, the administrative fees are based on PEPM, which we would like to continue. Please adjust your rate accordingly. We do include the retirees (part of the E) in this program.

4. How would the Texas A&M University System prefer we identify Proprietary and Confidential information: should we provide a separate document noting page/paragraph, or would it be acceptable to mark within the body of our response those sections we deem to be Proprietary and Confidential?

Response: You can mark within the body of your proposal response.

5. Please clarify what is being requested in Questionnaire Q12 "explain how much of your claims review is cost driven."

Response: When you evaluate claims for savings opportunities, how much of it is driven purely by the cost rather than other criteria like utilization, brand versus generic usage, dosing, waste, etc.

6. Would the University System consider providing de-identified claims data for a savings analysis?

Ideal fields include: scrambled member IDs, plan cost, pharmacy NABP/NPI, NDC (11 digits), fill date, member cost, quantity dispensed, days' supply dispensed.

Response: The spreadsheet provided with this Addendum contains the following information: Exhibit A presents detail claim utilization data for the periods July 1, 2023, through June 30, 2024. Exhibit B presents financial information by NDC and by program (commercial vs. EGWP) for the periods July 1,2023, through June 30, 2024, and is sorted by top plan paid NDCs. Exhibit C presents the plan cost, days supply and scripts by program and month of service.

7. If claims data cannot be provided, can you share total annual drug spend (broken out by plan and member), total number of annual prescriptions, and top 20 drugs by both utilization and spend?

Response: See response to question 6.
