About this file
This document is a Solicitation Addendum Acknowledgement Form for the HHS0014056v3 Breast pump contract for the Texas WIC (Women, Infants, and Children) program. The addendum provides clarification on various aspects of the solicitation, including evaluation of breast pumps, acceptable suction patterns, and cycle per minute requirements. The solicitation is seeking to provide breast pumps, accessories, and technical support services. Respondents must acknowledge receipt of the addendum and return it with their solicitation response by the due date of August 16, 2024 at 10:30 AM.
The solicitation allows for adjustable suction pressure ranges and cycle per minute, as long as they meet the specified criteria. Respondents can indicate additional manual pump offerings on a separate document, beyond what is included in the pricing excel file. No specific changes were made to the scope of work or documents, but the goal is to gain best value for the state. Pricing, set asides, funding sources, and other commercial terms were not addressed in this addendum.

1.Will you use FDA 510(k) clearances or another resource for proof of vacuum strength, and/or will you test all examples sent? Many pump companies self-report and accuracy is questionable.
Answer: Breast pumps will be evaluated as described in section 16.3 b.
2.Is alternating suction pattern between flanges acceptable, or must the suction remain the same between flanges when double pumping?
Answer: Both are acceptable.
3.Most breast pumps have cycles per minute that start at less than 40 cycles/minute as requested. Is a lower cycle per minute acceptable when adjustable to under 120 cycles per minute?
Answer: Cycles per minute should be within listed range.
4.There is no more Criteria Response Sheet where we can show we meet each specification. Did you mean to exclude it in this bid version? How can we show we meet each specification?
Answer: Criteria Response Sheet was excluded due to it causing confusion and being repetitive of the scoop of work. A document will need to be created to respond to IFB specifications, experience, and capabilities.
5.Does the pump that cannot go lower than 50mmhg and goes over 295 mmHG still qualify? For both single-user and multi-user.
Answer: Section pressure range begins at 30mm Hg. Adjustable section pressure remains as described in criteria.
6.Can we add additional fields to the pricing excel file? For example, we have 2 types of manual pumps, and we want to bid both. There is only one field for a manual pump on the sheet.
Answer: Yes you can indicate additional items on a separate document
7.Was there something specific that was not submitted in our previous bid responses that warrants another version of this bid?
Answer: Nothing specific was changed. Scope of work was revamp along with documents to address repetitive information to gain best value for the state.
