About this file
This document is an Addendum to a Request for Qualifications (RFQ) issued by Central Health, a healthcare organization in Travis County, Texas, for Architectural Firms to provide services for public works projects. The RFQ seeks qualifications from interested architectural firms to be included on a Pre-Qualified List, which may then be utilized for small to mid-sized projects, primarily renovation and adaptive reuse work, on Central Health's existing and planned properties throughout Travis County and the City of Austin. The RFQ provides clarifications and answers to questions related to the submission requirements, including the scope of services, page limits, required forms, and the handling of subconsultants and HUB (Historically Underutilized Business) participation.
The RFQ does not specify pricing terms or set-asides, but it notes that the selected firms may be utilized on an IDIQ (Indefinite Delivery, Indefinite Quantity) basis. The document also indicates that the insurance requirements will be determined at the contract negotiation stage, and the Certificate of Interested Parties (Form 1295) is only required at the contract negotiation phase, not as part of the initial qualifications submission.

QUESTIONS & ANSWERS
RFQ 2407-001
Architectural Firms for Public Works Projects
***QUESTIONS AND ANSWERS ARE FOR INFORMATIONAL PURPOSES ONLY***
Q.1 Is Travis County Central Health looking for a full team or just the architectural firm’s qualifications?
A.1 Primarily the architectural firm's qualifications. If relying on preferred subconsultants as part of potential teams, they may be included.
Q.2 Please define what Central Health is calling a "service line," "category of service," or "each service." Are we allowed to enter one "section" not to exceed 30 pages, including staff and work experience for each of these "service lines" within the complete SOQ?
A.2 “Service line”, "category of service," or "each service" means the types of services that are described on p.2 of the RFQ under the header, “Qualifications sought from firms include, but are not limited to:” and also in Exhibit A (Scope of Services).
Clarifications and expectations of the page limit have been corrected through Addendum 2 (Amendment #1) and posted to both Bidnet and the ESBD as of 8/20/2024.
Q.3 Is Exhibit E "CIQ" required with our submission, or only at contract negotiations?
A.3 Exhibit E “CIQ” is required upon determination of the Prequalified List and may be asked for again at contract negotiations.
Q.4 Is the Form 1295 required with this submission, or only at contract negotiations?
A.4 Only at contract negotiations.
Q.5 Is there an Exhibit D for Insurance Requirements? The RFQ states there is an Exhibit D, but I am unable to locate it.
A.5 Exhibit D for Insurance Requirements is only mentioned in the RFQ Exhibit G for
Sample Contract as informational-only. Should a contract be negotiated, specific insurance requirements will be determined for the contract and apply.
For the purpose of the Statement of Qualifications, please redirect your attention to Exhibit K (Insurance Coverage Form) and ensure its completion within the submission.

Q.6 Please confirm if we should include subconsultants we might potentially include on projects? If so, please specify what information to include. Please confirm that the Certificate of Interested Parties (Form 1295) is not required at this time as part of this submission to the RFQ but will be required later upon notification of selection. Please clarify the reference to “multiple service lines.” It appears the only scope of service is for “architectural.” Under work experience, the project data asks for both an Owner and a Reference. Can it be the same individual, so we just provide one contact?
A.6 1) Yes, if there is a potential for subconsultants, include. Information to include is at your (the Respondent’s) discretion.
2) See answer to Q4 above.
3) See answer to Q2 above.
4) It should be different. The Owner is the Company name or organization name. The Reference is the Owner's Representative, Project Manager, Executive leader, or of similar title who held control over the project.
Q.7 The RFQ states, "The forms listed behind the numbers 5, 6, 8 and 9 must be thoroughly completed, executed, and witnessed". Can you explain what you mean by the forms needing to be witnessed? We cannot complete the HUB form (#6) until a project has been identified. Any subcontractors will be selected based on the identified project scope. Can we list our percentage of HUB as TBD? Does the HUB form need to be "witnessed"?
A.7 The sentence cited continues on to state, “…if and as required,…”.
1) Forms needing to be witnessed are meant to refer to any document requiring confirmation or evidence to be given by signature.
2) For the purpose of this RFQ, the HUB form’s boxed-in section on p.1 titled, “Proposer HUB Declaration” is only what is expected to be filled out. For the present time and nature of this RFQ, it is acceptable to leave the sub- Consultant information as ‘TBD’.
3) The HUB form does not need to be witnessed (there is no signature line).
Q.8 We understand this RFQ is for Architecture Service and Firms. Given the undetermined nature of IDIQ projects and scope, we are uncertain of the consultants that will be needed. Are we required to submit our consulting team to form D? If no, how do we fill out Exhibit D? Should Exhibit D include 3 preferred consultants per discipline (MEP, Civil, Structure, Landscape, etc). Will a list of preferred local HUB consultants suffice in our response to narrative prompt? We may want to use specific consultants based on their expertise and the project scope.
A.8 No, see answer to Q7 above.
Regarding the inclusion of preferred local HUB consultants, refer to the answer for Q6.
Q.9 If the SOQ information will be the same for every Category of Service, do we submit a copy for each Category or just one copy that lists all categories?
A.9 One copy that lists all categories.
Q.10 Should we upload the Confidential information separately? Or should we mark the pages Confidential and include in the full submission packet?
A.10 Refer to RFQ Section III.A.3. (Designating Statement of Qualifications Content as Confidential or Proprietary) on pages 11-12 for guidance.
Q.11 For the Work Experience section, do the relevant projects have to be medical/lab?
Can they be currently ongoing?
A.11 Relevant projects are any projects that align with the descriptions provided in Exhibit A (Scope of Services).
Representative projects must be completed, each within the past five years.
Q.12 Since there are two categories, are they going to be evaluated separately? Do they each need a <30-page response?
A.12 See answer to Q2 above.
Q.13 In square footage, what projects are considered small to mid-sized?
A.13 Central Health considers anything less than 20,000 sf as small to mid-sized, however Central Health does not only classify small to mid-sized projects by square footage.
Instead, we look at scope and costs as the indicator for project size. A firm may be selected for projects having more square footage if the scope is limited and anticipated architect fees are less than $500,000.
Q.14 Is there a pre-determined list of services lines for firms to select from or do you prefer we provide our own list of services to be considered for through this IDIQ?
A.14 The pre-determined list of services is described on p.2 of the RFQ under the header, “Qualifications sought from firms include, but are not limited to:” and also in Exhibit A (Scope of Services).
Respondents must explicitly list out which services they are selecting by listing them in the spaces provided within Exhibit C (Acknowledgment of Receipt).
Q.15 Hi, what are the County's expectations for identifying subconsultants for this RFQ? Do we need to list specific firms, resumes, etc?
A.15 To clarify: Central Health is not the County. The County does not impose expectations on this RFQ by Central Health.
See answer to Q6, item 1) above.
Q.16 Hi, what is the HUB goal for this project?
A.16 There is no HUB goal.
Q.17 Ask[ing] if building envelope consulting firms could submit to this RFQ?
A.17 Yes, please submit if qualified and capable of providing any of the service lines listed.
Q.18 It asks us to complete a HUB Form. Are we needing to propose consultants even though we might not know what the project is? If so, can you please list the expected disciplines? And if not, can you please advise on how to fill out the form?
A.18 Please complete the HUB form with your firm's information only. For the present time and nature of this RFQ, it is acceptable to leave the sub-Consultant information as
'TBD'.
Q.19 For Work Experience, it says we need to provide representative projects that were completed in the past 5 years. Is it possible to expand this timeline to 10 years? If not, will you accept projects that are close to completion?
A.19 The timeline for Work Experience completed in the past 5 years is firm.
Q.20 Does all work need to be completed or can we show projects in progress?
A.20 Completed.
Q.21 We had a question about the setup of the RFQ. For each service we are submitting for, do we need to create separate submissions? Or create one submission with tabs that specify each service?
A.21 One submission with tabs that specify each service.
Q.22 Are you looking for other consultants (e.g. MEP engineers, Structural engineers, Technology design) at this time, or only architectural firms?
A.22 Central Health will be qualifying various engineering and testing disciplines through separate RFQ processes through the end of this Calendar year. In addition to architects, another RFQ was posted this past Friday, 8/16/24 for commissioning services firms.
Q.23 If the Architectural respondent has any issues with Central Health's standard agreement, do we qualify in our response any issues/exceptions to the agreement we may have?
A.23 Any issues/exceptions to the agreement should be stated on Exhibit C (Acknowledgment of Receipt Form). Additional pages may be attached to the RFQ response if more space is needed.
