About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Texas Department of Agriculture (TDA) for pesticide collection and disposal services. The addendum provides responses to vendor questions regarding the solicitation, including details on anticipated pesticide waste, event site setup, and soil sampling requirements. The solicitation is for hazardous waste collection and disposal of abandoned and unwanted agricultural pesticides and other regulated waste. The due date for responses is August 14, 2024, at 3:00 pm CT. The RFP does not provide historical data on specific pesticide products collected, but indicates that a standard rate per pound has been charged for past events, with certain materials excluded. Pricing for the events must include all materials and equipment needed to collect pesticide waste directly from participant vehicles to final disposal, though the TDA will provide staff for traffic direction and participant assistance.

Answer

Exhibit E Cost Proposal

We can’t price disposal without knowing what pesticides. Many carry U listed, D listed and P listed components and those all drive disposal. We need a better understanding of the anticipated materials to ship. Is there any historical data available?

We do not have historical data that provides specific products collected. Agricultural pesticide waste is collected, sometimes the original product is unknown. For past events, all pesticide waste has been charged at 1 standard rate per pound. Pesticide waste that has been historically excluded from that standard rate and not accepted include dioxins, phostoxins, radioactive substances, fumigant canisters, and methyl-bromide cylinders.

See above.

Exhibit E Cost Proposal

What will the site set up consist of? What needs to be priced for this?
The event site will either be a paved or gravel lot depending on location. Events have been historically held at fairgrounds, county road and bridge stations, or cotton gin grounds throughout Texas. Event location will change each event and be determined by the Texas Department of Agriculture. Pricing needs to include all materials and equipment needed to collect pesticide waste directly from participant vehicles to final disposal. The Texas Department of Agriculture will provide staff for directing traffic and answering participant questions.

Exhibit E Cost Proposal

When will soil sampling be expected?
Soil sampling will be required if any spills occur during collection event to ensure host site is returned to original state.

Pre-Proposal Presentation

Can the Pre-Proposal Presentation be provided?
Yes.
