About this file
This document is a Solicitation Addendum Acknowledgement Form for the HHS0014907 Continuous Batch Washer (CBW) and Laundry Products contract opportunity issued by the Texas Health and Human Services Commission (HHSC). The solicitation requests pricing and proposals for laundry products, including chemicals, dispensers, and installation, to be provided to HHSC's regional laundry facilities across Texas. The addendum provides answers to submitted questions, including details on the existing equipment, response requirements, and contract term. The solicitation is due on August 8, 2024 at 10:30 AM.
The addendum indicates that respondents must provide and install the required chemical dispensers, and that this is a 5-year contract estimate, not an annual estimate. It also notes that HHSC has specified the use of a particular detergent product and sour agent, despite respondent feedback suggesting alternatives may be more effective or economical for the regional laundry facilities. The contract does not appear to include set-asides or preferences, and the current incumbent contractor's advantage from working in the facilities is acknowledged.

1. List of locations Answer: See Attachment HHS0014907 Attachment 1 HHS Regional Laundry Facilities
2. Details of the washers such as make and model numbers.
Answer: Milnor PulseFlow, 7 sections
3. Recap from the previous bid.
Answer: Information is the same as this solicitation
4. Can we bid on only the chemicals? Or do we have to provide the dispensers/install them as well?
Answer: Dispensers must be provided and installed for your chemicals.
5.Is this for the entire state, and can you provide a list of the addresses that would be ordering the products?
Answer: See Attachment HHS0014907 Attachment 1 HHS Regional Laundry Facilities
6. Would you please provide by location, the quantities, and specific models of the:
Answer: a. CBW Machines – all locations have the Milnor PulseFlow
b. Washer Extractors – Milnor (KSH, ABS, NTSH, MSS) and Unimac at RSSLC
7. Can we survey the laundries prior to the bid. The incumbent has the advantage since they have been working in these facilities and know the conditions etc. What specific information is the vendor hoping to acquire by completing a survey of the laundry facilities?
Answer: Not sure what you are needing with a site visit. Site visits were not indicated or time alloted for them.
8.Is this an annual estimate or an estimate for the 5-year period?
Answer:Five-year total.
9.Concentrate Enzyme Liquid Detergent” Question – Why? Basic discussion:
a. This is restricting laundry science and not necessarily the most economical and effective washing operation. In an operation such as defined, the enzymes are inactivated by the chemistry employed. Effective results may be achieved at a lower cost with a non-enzymatic detergent.
Answer: As a program, we have determined that this product meets our needs.
10.Product shall not contain hydrofluosilicic acid.”
Question - Why? Basic discussion
b. This is restricting proper laundry science and likely the most economical and effective sour agent to combat Texas’ water mineral content. The major premium sours on the market generally use this chemistry to combat minerals.
c. The reason value laundry suppliers use another form of acid (I.E. Citric) is generally for their cost of goods savings not for results or the client’s best interest. Some use phosphoric acid because it is low cost but that is also restricted in many places. Is phosphoric restricted as a sour for this IFB?
d. Since commercial laundry has a variety of products that have special handling instructions we would not see safety as the reason. Items such as chlorine destainer or builder fall into similar safety concerns, but they are not restricted in the bid.
e. Are you amicable to sacrificing results by using a lower cost less effective acid? We would suggest that the mineral content in Texas would require a proper sour to keep the minerals from redepositing on the fabric. That said by the restricting the hydrofluosilicic acid active ingredient you are removing the best & well recognized sour product for this need.
Answer: As a program, we have determined that this product meets our needs.
