Statement of Work

Camp Swift Herbicide Services (Pollinator Management)

1.0. Background

Camp Swift is an 11,659 acre Texas Army National Guard Training Center near Bastrop, Texas. The area has a dense amount of woody vegetation that consists of yaupon (Ilex vomitoria). The current condition results from the lack of a natural fire regime. The environmental conditions are of poor quality to wildlife and pose a serious threat of wildfires. Military training has become degraded and inaccessible in some areas.

This accumulation of woody brush represents safety concerns for military personnel as well as an increased threat of wildfire. Periodic chemical treatment of yaupon is necessary to mitigate these hazards. Also, removal of yaupon is beneficial to the monarch butterfly, among other pollinator species, and wildlife.

Habitat will be improved by opening up the understory, which also allows for forbs and nectar species to grow. The monarch butterfly is designated as a candidate species under the Endangered Species Act. Habitat improvement for monarchs is also an objective in the 2020-2025 Camp Swift INRMP.

2.0. Scope

The project will conduct an herbicide application to manage yaupon encroachment within the 105.7-acre project area shown in yellow on the attached map (Figure 1) of this statement of work.

3.0. Project Objectives

The objective of this project is to eradicate yaupon within the project area using TMD-approved herbicide with minimal damage to non-target species. Tasks and deliverables for this project are outlined in the following section (4.0). While fulfilling the tasks and deliverables for this contract the contractor must adhere to the contractor requirements outlined in section 5.0.

4.0. Work Tasks and Deliverables

Task 4.1: Contractor must attend a Kick-Off meeting within 15 days after contract execution and receiving permission to commence work. Details regarding the date, time, and location of the Kick- Off meeting after Contract award will be provided to contractor by the TMD Project Manager.

Task 4.2: In the project area (105.7 acres, Figure 1) target yaupon less than or equal to six (6) feet tall within the project area using one of the following methods or combination of methods: basal, cut stump, or foliar application. The contractor must minimize herbicide damage to other vegetation. Contractor must apply herbicide using backpack pump sprayers or a sprayer utilized from a UTV/ATV equipment and provide herbicide (including surfactants and other mixing agents) to be used. Contractor must choose an appropriate herbicide from the approved TMD list in Table 1.
