About this file
This document is an attachment to a state and local contract opportunity issued by the Texas Commission on Environmental Quality (TCEQ) for the procurement of 32-liter silica coated canisters with specific technical requirements. The canisters will be used for volatile organic compound (VOC) analysis by EPA Method TO-15 and must meet stringent criteria including unique serial numbering, leak rate, stability, and analyte concentration limits. TCEQ requires the purchase of 19 canisters with serial numbers starting at NT021 and 10 canisters with serial numbers starting at CL001. The canisters must be inspected, cleaned, and analyzed by the TCEQ Air Laboratory within 60 calendar days of receipt and meet all specified standards before acceptance.
The contract requires the provision of the canisters, as well as shipping crates to protect the canisters during transport. Payment will be made within 30 calendar days after the canisters have been tested and found to meet the stated specifications, or the day the invoice is received, whichever is later. Bidders must provide new, current production canisters with the manufacturer's standard equipment and accessories.

ATTACHMENT A
Specifications for New 32 Liter Silica Coated Canisters Single Stem with Swagelok SS-4H Valves
Description: The 32L canisters will be used by TCEQ for Volatile Organic Compound (VOC) analysis by U.S. Environmental Protection Agency (EPA) Method TO-15.
GENERAL SPECIFICATIONS
1. The single-stem 32-liter canisters with a valve attached must terminate with a ¼” stem tube on the top to be fitted with ¼” Swagelok SS-4H valves to form a leak tight seal. Stainless steel ferrules must be used to connect the valves. The finished canister should be able to sit vertically on the canister bottom.
2. Nineteen (19) canisters must be permanently labeled with a unique, traceable, 5-digit serial number starting with NT021. Ten (10) canisters must be permanently labeled with a unique, traceable, 5-digit serial number starting with CL001.
3. Each canister must be made from stainless steel with a nominal internal volume of 32 liters and be capable to accommodate up to 40 pounds per square inch gauge pressure (psig). Vendor must provide the canister volume with accuracy at least one digit after the decimal in liter.
4. Each canister exterior must be electropolished or machine mechanical polished. New canister must carry one-year warranty under normal use.
Each canister base and valve guard must be welded to the canister prior to coating and testing.
5. The new canister valves need to be securely protected with metal brackets to prevent movement and damage to the ¼” stem tube. The canister valves should be positioned lower than the canister guard ring to protect the valves during shipping. Canister shipping crates must be included to protect canisters during shipment.
6. Each canister interior must have a silica coating treatment to provide an inert and durable surface that prevents interactions with reactive metal oxides. The silica coating treatment must create an ultra-smooth surface which reduces the potential for chemical adsorption and discourage deposition of high molecular weight contaminants.
7. Each canister must weigh less than 30 pounds, and the height is between 21.5” to 22.5” to fit into the cleaning oven. The canister diameter should be about 13 inches, given the canister 32liter volume and 22” height.
8. Each canister must not have a leak rate greater than 2 pounds per square inch (psia) per 20 days at 35 psia. The leak check data must be provided to TCEQ upon request.
9. The new canister must pass stability test. TCEQ will use the canister to
Page - 2 - of 4 make a 2.5 ppbv standard with the compound listed below in humidified nitrogen, and the standard should be stable for at least 45 days with each compound recovery above 80% percent except undecane must be above 70% recovery.
10. Each canister must be inspected, cleaned, and analyzed by the TCEQ Air Laboratory within 60 calendar days of receipt, and must meet the following criteria:
The concentration of each analyte in the table below must be less than or equal to 0.20 ppbv with a multiplier 2.0 before acceptance.
