About this file
This document is a Request for Proposal (RFP) from Texas State Technical College (TSTC) seeking proposals from qualified firms to provide comprehensive Human Resources services. TSTC's goal is to enhance its HR capabilities and ensure alignment with organizational goals through strategic planning, survey services, training, and development programs. The RFP is open from June 19, 2024 to July 11, 2024, and the contract is expected to exceed $100,000. TSTC will require a HUB Subcontracting Plan, although firms are not required to meet the state's HUB goals. The contract will be for one year with options to extend for two additional one-year terms.
The RFP outlines the required proposal format and evaluation criteria, including the firm's history of support for Institutions of Higher Education in Texas, any exceptions to the terms and conditions, and any value-added services the firm can provide at no additional cost. TSTC reserves the right to check references and will only respond to questions from suppliers interested in contracting with the college. Payment methods include Electronic Funds Transfers, and suppliers must submit a Progress Assessment Report form with each invoice.

TSTC Background
Texas State Technical College ("TSTC") is a coeducational two-year institution of higher education offering courses of study in technical vocational education for which there is demand within the State of Texas.
TSTC is mandated to contribute to the educational and economic development of the State of Texas by offering occupationally oriented programs with supporting academic course work, emphasizing highly specialized advanced and emerging technical and vocational areas for certificates or associate degrees.
Our mission, “to place more Texans in great paying jobs,” drives our institution. TSTC is pushing the boundaries in education, making outcomes the driving metric of success. We currently have 11 campuses across the state, with another new campus recently approved by the State Legislature that should be built and operating in the next few years. For more information about TSTC, go to http://tstc.edu/about.

However, TSTC requires that all firms make a good faith effort in achieving those goals.
