About this file

This document is an Addendum #1 to a Request for Proposal (RFP) issued by the Office of Procurement Services at Texas Tech University for a Branded Smoothie Concept. The RFP seeks proposals from national, regional, or local branded smoothie concepts to be located in multiple locations throughout the Texas Tech University campus. Key details include questions and answers from an on-campus site visit, which provide information on the typical traffic, available infrastructure, and potential locations for the smoothie concept. The RFP also includes clarification on the HUB Subcontracting Plan, supplemental documents, the Proposer's Response Form, and insurance requirements.

The contract opportunity seeks a purchase-and-go smoothie concept featuring fresh juices, smoothies, or other fruit- or vegetable-based beverages, with a focus on health-conscious and recovery-focused options. The intent is to provide this service without dedicated seating space. While the RFP does not specify pricing terms, it indicates the concept will be royalty-based rather than a fixed dollar amount. The contract opportunity is open to both new and existing providers, and the university may provide additional storage and power options to support the selected concept.

Item #2: Questions and Answers from the RFP Q&A Board

Question 1: For the HUB and HUB Subcontracting Plan information, if our organization does not require any construction to be completed by our organization’s partners, and we fully support any subcontractors the university would like to use that are HUB firms, would you recommend leaving that blank or simply noting our support and no need for required contractors?

Answer: If construction is not to be managed by your organization, and you are simply licensing the use of your product/brand, a HUB Subcontracting Plan will not be required.

Question 2: Please confirm that we can provide supplemental documents aside from the required forms so that we can elaborate further rather than fitting it all on the response form template? And should this be attached in the Supplier Attachments section?

Answer: Any additional documentation that you feel is pertinent to the proposal, including company information, may be attached along with the required attachment listed in the RFP. When submitting the proposal, Proposers can attach additional Supplier Documentation when prompted.

Question 3: For the Proposer’s Response Form, can you provide clarification regarding the Base Proposal dollar amount? This

RFP is for a licensed location which is royalty % based, not dollar based, so confirming the base proposal should outline the company’s royalty % here, not dollar amount.

Answer: If there are any fees associated with the implementation or setup of the location, please include those in the Base

Proposal dollar amount. An amended response form that includes a location to record a royalty % will be forthcoming.

Question 4: For the Proposer’s Response Form, can you provide clarification regarding insurance requirements? Since this is a licensed location and we won’t have a physical presence, providing insurance for that address wouldn’t be applicable.

Rather, are you simply asking for a Certificate of Insurance to show our organization’s general policy? Or is this regarding construction if we planned to use our own construction team for the space?

Answer: If there is no physical presence by the Proposer, proof of insurance is not required. If the awarded Proposer is responsible for the location or its operation, a Certificate of Insurance showing the minimum requirements will be requested.

Question 5: Can you please provide clarification on what needs to be check marked for “Other Preferences” at the bottom of the Affirmation and Conflict of Interest document? Our organization was unable to determine what exactly this is asking for.

Answer: If your organization provides any other specifications listed, please check the appropriate box(es).
