About this file
This document is a Request for Qualifications (RFQ) issued by San Jacinto Community College District (SJCCD) for bond underwriting services. SJCCD is soliciting qualified firms to provide underwriting services for various bond issuances, which may include refunding bonds, tax notes, revenue bonds, and potential future general obligation bonds. The underwriting pool will be selected based on the best value to the College, and the selected firms will be used for future bond issuances. The RFQ provides a proposed solicitation schedule, with the qualifications statement submission deadline set for June 18, 2024, and the recommendation of award and approval of the underwriting pool targeted for July/August 2024. The selected underwriting pool will be authorized for a five-year period, with the possibility of extension at the College's discretion.
The RFQ outlines the scope of work and responsibilities for the bond underwriters, including requirements such as prior experience, financing structure recommendations, marketing strategies, and assistance with legal and financial documentation. The evaluation criteria focus on the qualifications and experience of the firm and personnel, the understanding of the scope of work and approach, the firm's distribution capabilities, and any exceptions to the terms and conditions. The College does not give preference to historically underutilized or small businesses, but the selected firm(s) will be required to track and report any subcontractor payments and their supplier diversity classifications.
