About this file
The document is a Request for Qualifications (RFQ) issued by the Ark-Tex Council of Governments (ATCOG) for an Air Quality Modeling and Emissions Inventory project in Bowie County, Texas. The project requires qualified parties to submit a Statement of Qualifications for services including emissions inventory, data analysis, and air quality modeling. Monitoring of pollution levels was included as an allowable activity but is not likely to be performed under this grant program. Interested parties must submit their qualifications by email to Deborah Purifoy at ATCOG by 12:00 p.m. on June 10th, 2024.
The RFQ states that ATCOG does not have an incumbent contractor for this new grant program. Pricing terms, set-asides, and funding details are not provided. However, the project is funded through a grant program with the Texas Commission on Environmental Quality (TCEQ) and will focus on Bowie County, Texas.

Air Quality Modeling and Emissions Inventory Questions Received
1. Is an incumbent on this project, and if so, how long have they had contracts for this type of scope of work for ATCOG?
No, ATCOG does not have an incumbent for this project, as it is a new grant program for our region.
2. On page 5, the scope of work (SOW) lists bulleted items to inventory emissions, analyze data, and conduct air quality modeling; however, on page 4, it asks the qualified parties to submit a state of qualifications for those services plus monitoring pollution levels. Is monitoring part of the SOW?
Air Quality Monitoring was included in the RFQ as an allowable grant activity by TECQ. However, additional monitoring will not likely be performed during the course of this grant program.
