About this file
This document is an amendment to an Invitation for Bid (IFB) issued by the Texas Department of Criminal Justice (TDCJ) for the procurement of a modular building. The purpose of the amendment is to revise the bid opening date and provide answers to questions submitted by potential bidders regarding the project requirements.
The key details include the requirement for a fire alarm system that must tie into the existing system, approval of wood or metal construction for the ramp, and metal handrails. The contractor will be responsible for providing a complete foundation design based on available geotechnical reports, while TDCJ will route the necessary utility lines to the building location. The amendment addresses various technical specifications, such as HVAC system configuration, roof sheathing, and electrical panel requirements. It also clarifies site access, work hours, and other logistical considerations for the modular building installation.

QUESTIONS
Question 1: Does the ramp system need to be aluminum or treated wood and is wood handrails acceptable or will they need to be metal ADA compliant handrails?
Answer 1: Ramp can be wood or metal construction, however metal construction will last longer. The handrails need to be metal. This is because of the bends in the handrails.
Question 2: Will modular provider be providing the FA installation? If so, please provide current system brand and advise if it needs to be a stand-alone system or tie into existing system?
Answer 2: A fire alarm system is required. Assume a reputable brand name that must tie into existing system. No sprinklers are required.
Question 3: CONTRACTOR SHALL PERFORM / ACQUIRE APPROPRIATE GEOTECHNICAL TESTING
AND REPORTS AS REQUIRED FOR FOUNDATIONS AND PROVIDE COMPLETE
FOUNDATION DESIGN. GEOTECHNICAL AND CIVIL / STRUCTURAL SCOPE SHALL BE
DESIGNED, SEALED AND SIGNED BY PROFESSIONAL ENGINEERS REGISTERED IN THE
STATE OF TEXAS. ARIES will be proposing above grade dry stacked CMU piers on ABS Pads and anchored per engineered blocking and anchoring plan provided by ARIES with 2000 psf soil bearing capacity assumption. Will TDCJ acquire soil bearing capacity versus modular contractor?
Answer 3: Available Geotech reports are attached for contractor’s use in meeting foundation requirements associated with this project. The use of drilled piers is a TDCJ preference. (See attached Exhibits 1-4)
Question 4: Will demo of existing structures and site prep be required per the spec? If so, please indicate building on site drawing and provide site prep requirements. It is ARIES understanding that demo has taken place and ARIES is to price setting modular building on existing grade. Please confirm.
Answer 4: Demo work has been completed. There are no known obstructions to the installation of the modular building. Some grading will be required to prevent water from ponding under the proposed buildings.
Question 5: Will grading be required per the spec. If so, please provide civil scope?
Answer 5: Some grading will be required to prevent water from ponding under the proposed buildings.
Question 6: HVAC SHALL BE WALL MOUNTED PACKAGE UNITS WITH DUCT FED THRU FLOOR AND
PROVIDED WITH BUILDING. HVAC system be ducted in the ceiling instead of through the floor?
Please confirm above ceiling ducting is approved.
Answer 6: Above the ceiling is acceptable.
Question 7: ARCHITECTURAL WORK SHALL BE DESIGNED, SIGNED AND SEALED BY A LICENSED
ARCHITECT OF TEXAS: ARIES will provide TDL&R State Approved Drawing Set. Please confirm this is adequate.
Answer 7: This is acceptable.
Question 8: WATER FOUNTAINS: ELEC WATER COOLER - HI-LO: We do not see hi/lo drinking fountains on floor plan. Please advise if hi/lo drinking fountain is needed.
Answer 8: HiLo fountains are required.
Question 9: ROOF SHEATHING: 5/8” FIRE TREATED PLYWOODSHEATHING W/ 1/4” DENS DECK: Please advise if Roof Sheathing: FR 7/16" OSB Decking will be approved in lieu of 5/8” FIRE TREATED
PLYWOODSHEATHING W/ 1/4” DENS DECK.
Answer 9: Use the FR 5/8” plywood w/ 1/4'” Dens Deck.
Question 10: Please clarify all existing above-ground or below-ground obstructions in the contract area including any/all demolition required.
Answer 10: See Answer 4.
Question 11: Please further clarify the responsibilities for utility infrastructure.
Answer 11: TDCJ will route the required utility lines to a building location designated by the modular provider.
These locations and associated sizes of lines will be needed by TDCJ early in the building design.
Question 12: What are the lines of designation/responsibilities for the following utilities: Main power service, electrical, water, sewer, communications and data, telephone, etc.?
Answer 12: See Answer 11.
Question 13: How will security work for delivery drivers? What will they have to do to access the site?
Answer 13: It depends on what is being delivered. If it’s the building itself, nothing needed. If it’s an item that could be utilized as a weapon, then we need to secure those items behind a fence or other secure location.
Question 14: Will construction trade personnel be allowed to drive trucks and trailers to the building pad every day?
Answer 14: There should be no problem with personnel having access to the pad. They need to be mindful of traffic.
Question 15: Page 7 of 9 in the IFB has very specific language regarding toolboxes, tool inventory and daily tool management. Will these procedures be relaxed for this project that is outside the fenced secure boundary?
Answer 15: The Warden would like an inventory of the items. This will ensure accountability. TDCJ doesn’t want a sensitive tool in the hand of the inmates. Keep in mind, we do have inmates that work on the grounds to manicure the grass, etc.
Question 16: Are there any requirements regarding a prevailing wage rate (Wage Determination) and certified payroll reporting?
Answer 16: No.
Question 17: What hours will the trades be allowed to work at the jobsite?
Answer 17: Normal business hours are fine. If they need to work on weekends or afterhours, please let us know.
Question 18: What days will the trades be allowed to work at the jobsite? Monday-Friday or Monday-Saturday?
Answer 18: They can work daily. TDCJ would like to know the schedule so we can keep security supervisors updated.
Question 19: Will a listing of the modular building specifications (3-4 pages) meet the requirement in the IFB on
Page 4 of 9 for submittals submitted with our proposal?
Answer 19: Submittals are required to be submitted with bid and should be marked or highlighted to show compliance or variance with the corresponding specification denotation.
Question 20: Will floor plans for State Approved Classrooms that we manufacture meet the requirement for
Qualifications on Sheet N2 of the plan set?
Answer 20: Yes.
Question 21: Will security bars be required on any windows or exterior door with vision kit?
Answer 21: No. The current buildings don’t have bars on windows or doors.
Question 22: Will a range and required venting be required as shown?
Answer 22: Yes.
Question 23: Vinyl clad gypsum (VCG) wallboard is the industry standard wall finish. Will VCG be allowed in lieu of tape, bed, texture and paint finish?
Answer 23: No. In this environment the VCG is harder to repair.
Question 24: Will above ceiling flex duct HVAC supply be accepted in lieu of “ducting fed thru floor”?
Answer 24: Yes.
Question 25: We see this building as a Group B occupancy that does not by code require fire sprinklers or a fire alarm system. Please verify that these systems are not a TDCJ requirement for this building.
Answer 25: See Answer 2.
Question 26: Will 2x4 light fixtures be acceptable ILO 2x2 fixtures?
Answer 26: TDCJ needs a Cut Sheet on the product.
Question 27: Is the door hardware requirement Grade 1?
Answer 27: Yes.
Question 28: Are vinyl clad windows acceptable ILO aluminum frame?
Answer 28: Approval cannot be given without a submittal. Assume high quality vinyl clad windows with aluminum frame.
Question 29: Is the electrical conduit ENT (non-metallic) or EMT?
Answer 29: EMT
Question 30: Will several electrical panels (4-7) ILO a single panel in an Electrical Room be acceptable? The several panels solution is the industry standard.
Answer 30: No.
Question 31: Will 10 KAIC panels be acceptable?
Answer 31: No.
Question 32: There is an existing slab – can this slab be used for the foundation or are you expecting a new engineered foundation for the building? Will the slab be demolished and if yes, by who? Please define the foundation system required.
Answer 32: See Answers 3 and 4.
Question 33: Please provide a Geotech report for review by the foundation designer.
Answer 33: See attached Exhibits 1-4.
Question 34: What are complete badging or entry requirements for all personnel. Truck drivers? Installers?
Supervisors? Etc… Background checks? Drug testing?
Answer 34: TDCJ would need a list of employees that will have access to the unit, to include DL#. Background checks/drug testing should be conducted by facilities.
