About this file
The document is a Procurement Library for an Electronic Benefit Transfer (EBT) Services Request for Offers (RFO) issued by the Texas Health and Human Services Commission (HHSC). The RFO seeks to procure EBT services from a single qualified Contractor to provide Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and TANF-State Program Benefits to eligible Texas clients. The report provides detailed descriptions of the various financial, support, and statistical reports that will be generated by the EBT system, including the Clearing Statement, Money Movement Activity Report, Aged Authorization Detail, and FNS Retailer Activity Report. It also includes information on the report naming structure, delivery frequency, output formats, and user groups.
The report indicates that the EBT services contract will be awarded to a single Contractor, with no mention of set-asides or incumbent information. The funding for the EBT services will come from the state and federal governments, with benefits paid from external sources such as the SNAP Letter of Credit. The report does not provide any additional details on pricing terms, funding requirements, or contract duration, though it notes that the EBT services contract will have a term with potential renewal options.
