About this file
This document is a PCS 134 HHS Responses to Questions document from the Texas Health and Human Services (HHS) for a solicitation titled "Actuarial Services and Medicaid Projects" with solicitation number HHS0014046. The Request for Proposals (RFP) seeks actuarial services for Medicaid and CHIP programs, with HHSC intending to award a single contract. The agency historically calls out approximately 1-3 work orders per fiscal year, with work to be performed by the contractor for HHSC Medicaid and CHIP Services, Delivery System and Quality Innovation team. The contract will require specific staff types and key personnel to be provided by the contractor, with proposals limited to 20 pages and e-signatures being acceptable.
The solicitation includes a cost proposal (Exhibit F) with estimated monthly hours for various labor categories, and requires a HUB (Historically Underutilized Business) subcontracting goal of 26%. The historical compensation is approximately $1 million per fiscal year, though specific details about incumbent providers are not disclosed. Contractors can submit additional labor categories as exceptions, and while specific tools and data visualizations from current programs are referenced, full details are not publicly available. The RFP emphasizes that work orders will be evaluated using consistent criteria, and contractors will work directly with HHSC on project needs. Proposers are directed to submit any exceptions through the designated Exhibit G, Exception Form.
