About this file

This document is an Addendum to Invitation for Bid (IFB) No. 304T-24-325M3.1 issued by the Statewide Procurement Division (SPD), a division of the Texas Comptroller of Public Accounts (CPA). The IFB is for the procurement of Fish Feed, with a major customer being the Texas Parks and Wildlife Department. The addendum clarifies that the requirements outlined in Section A.1.1 of Attachment E do not apply to line items 1-5, which cover the commodity Cottonseed Meal. The addendum states that these line items should be exempt from the milled feed item requirements. The contract opportunity includes multiple jurisdictions within Texas, including Travis County and the City of Austin.

The addendum provides a question and answer regarding the applicability of the requirements to the Cottonseed Meal line items. The response confirms that line items 1-5 are exempt from the Section A.1.1 requirements. The addendum also states that the respondent must acknowledge receipt of the addendum and return it with their response, or they may be disqualified.

IFB NO. 304T-24-325M3.1 ADDENDUM NO. #1

CONTRACT SPECIALIST: Madison Galvan, CTCD, CTCM

The purpose of this Addendum is to supplement Attachment E and respond to questions received.

ATTACHMENT E:

From: Section A.1.1 Requirements

To: Section A.1.1 Requirements for line items 6 – 75

QUESTIONS AND ANSWERS:

Question 1: Regarding IFB No. 304T-24-325M3.1, Attachment E, A.1 General Requirements, A.1.1 Requirements, the items listed in this section are referring to "milled" feed items. The line-item A.2.1 Cottonseed Meal, which we always bid on and are currently the awarded vendor for, is, by definition, not a "milled" feed item. Cottonseed Meal is a feed ingredient commodity and therefore is not milled. The A.1.1 Requirements do not refer to anything that is applicable to the feed commodity, Cottonseed Meal. No one could accurately bid on cottonseed meal that will meet those requirements since they aren't applicable to a non-milled feed commodity like Cottonseed Meal. We suggest making the A.1.1 Requirements section be applicable only to items A.2.2 through A.2.15, or line items 6 through 75.

You could also just exempt A.2.1 lines 1-5 from these requirements. We believe that is what was done the last time this was bid. If you do want to have a list of accurate requirements for the Cottonseed Meal, we would be happy to provide you with a list of requirements that would be applicable to the Cottonseed Meal if that would be helpful to you.

Just FYI: We understand the A.1.2 Packaging requirements and do meet that requirement with our packaging that we ship the Cottonseed Meal in. Please let us know how to proceed with bidding the A.2.1 Lines 1-5: Fish Feed, Commodity, Cottonseed Meal

Answer 1: This is correct, line items 1 – 5 should be exempt from Attachment E, Section A.1.1 Requirements for line items 6 – 75.
