About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI), submitted in April 2026.

The Aerospace Management Systems Division of the Electronic Systems Directorate seeks to award a new sole-source contract to VSE TEK for software development services supporting cloud-native applications and database management tools for the 14th Weather Squadron. The required services include expert-level systems integration, cybersecurity compliance, software development, policy adherence support, technical modifications to weather data systems, updates to data architecture and processing pipelines, API structure revisions, data format and metadata updates, and database application delivery to critical nodes across Intelligence Community, Weather Operations, and Command and Control infrastructure. VSE TEK must modernize the team's cloud integration approach and deliver decision-quality information to restore the 557th Weather Wing to Full Mission Capable readiness status within a 12-month performance period. The contract will be awarded as Firm-Fixed-Price (FFP) and funded by both 3400 and 3600 funds.

The justification cites statutory authority under 10 U.S.C. 3204(a)(2) for unusual and compelling urgency. The 14th Weather Squadron currently experiences an 80% decrease in mission capability for climatology data systems critical to warfighting functions. Market research conducted by senior technical leadership determined that VSE TEK is the sole source capable of meeting the requirements within the compressed timeline, as introducing an alternative contractor would cause 6-12 month delays, unacceptable costs, and mission failure. The Program Management Office commits to overcoming barriers to future competition through market research and a transition strategy to an Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle beyond the current performance period to maximize participation and government value.
