EQWPGC-16-5016, St. Elizabeths Stream Restoration and Wetland Mitigation, St Elizabeths
West Campus, SE, Wash., DC
QUESTION RESPONSE
Can you confirm that no Minority Business
(MBE) Participation is needed?
This is a TOTAL SMALL BUSINESS SET
ASIDE procurement. Small Business
Subcontracting Plan are not required from small business concerns. Hence, there are no requirements for socio-economic goals.
Will the road that is being used for access need to be re-paved after construction is complete?
Roads that are outside the LOD will not require re-paving after construction. The asphalt path leading to the downstream stockpile/access area may require repaving after construction at the discretion of GSA dependent on observed conditions.
3 The stone size chart on the plans only goes up to Class 3 Stone but the details for the stone structures calls for imbricated boulders. Which of these shall be used for the single rock steps, double rock steps and rock & roll cascades?
See detail 1/18 “Boulder Sizing” Sheet 18 for requirements of imbricated boulders for use in single rock steps, double rock steps, and rock and roll cascades.
4 The temporary bridge at the top of the site is supposed to be a temporary wooden bridge but after visiting the site it appears that the span may be more than 40’ which would make it impossible to use a wooden bridge. Therefore, should the contractors use a temporary steel bridge for crossing the stream in this location?
The methods used for stream crossing are at the discretion of the contractor.
5 The site is supposed to be an imported fill site but the survey is not very recent and stream erosion has most likely occurred since the initial survey. How will this line item be paid if more fill is required than what is calculated from the plans?
A cut/fill estimate is to be provided by the bidder. The topo date is June 2014
6 Will onsite material be suitable for re-use in the fill areas?
See requirements for fill material sheet 18 of 27.
Is there any invasive species control needed for this contract?
Clearing and grubbing in the LOD area is described in sheet 18 of 27. No other invasive species control is required.

What procedure will be used for truck deliveries of materials needed?
Truck Deliveries: Security will work with a
GSA designated POC of the Prime
Contractor in reference to scheduling delivery trucks for visits and/or badges.
However, Security will require the Prime
Contractor to submit that information prior their arrival. What Security recommends for deliveries, is that the contractor submit a list of individuals that might visit the campus for the next 120 days. Security will clear that list, and put them in for 120 day visit requests. Every 120 days (4 months) the Prime would need to resubmit the list of delivery drivers to be re-validated for the next 120 days. Security does not usually provide permanent IDs to delivery drivers due to the infrequent visits, as well as the high turn over rate. It is more economical to place them in for long term visits, which allows them to have visitor badges only for the duration in which they are on Campus.

What procedure will be used for approval on on-site personnel?
On-Site Personnel: The Prime Contractor will appoint a POC to submit the appropriate paperwork to Campus Security for all construction and site personnel.
Security will clear and approve badge issuance. Badges may be renewed every
120 days for the duration of the project.
Is the past performance questionnaire needed for all bids or just the apparent low bidder?
Past performance is a factor under the
Technical Requirement and is required to be part of the each offeror's proposal submission. Offeror must demonstrate satisfactory performance on at least two
(2) comparable projects substantially completed within the last five (5) years.
Can we assume that enough topsoil is available onsite for reuse after stripping and re-spreading over the disturbed areas?
The quantity of existing reusable topsoil is unknown.
11 Will the contractor, in concert with GSA and the designer, be able to modify the access road location to ensure safe passage over the channel on the upper section of the restoration area?
Any Modifications of the LOD will need to be coordinated by the Contractor with
DOEE. The location of bridge crossings within the LOD may be modified to accommodate existing conditions.
12 How will handle GSA handle the difference in material used on the project?
Contractors will calculate volumes of materials based on the plans, however, field conditions will have changed since the baseline survey data was collected and the volumes will subsequently vary.
Current cut/fill estimate is 2065 cubic yards cut and 1321 cubic yards fill. The net cut is 744 cubic yards. The condition of this material is unknown but assumed suitable for fill. Additional quantities shall be paid for at an agreed upon price to be determined following award.
When does GSA expect to issue the NTP?
A Notice to Proceed will be issued by the
Government after the submission and acceptance of proper
Performance/Payment Bonds.
Does the contractor have to furnish a field trailer?
A trailer is not required. Should the contractor elect to furnish a field trailer it must be placed within existing LOD. No utility hookups will be provided.
15 Does the Safety and Health officer need to be onsite during all work activities? Can the
H&S officer be a member of the work crew? yes
Will GSA provide a submittal register of the required submittals for the project?
Shop drawings required- Manhole retrofits at top end of project, pipes, endwalls, inlet box; Material specifications submittals:
Asphalt, Aggregates, Imbricated Stone, Reinforced Concrete Pipe, Endwalls, Natural fiber matting, Seed mixes, Planting materials (trees, shrubs, livestakes, etc.), topsoil
17 Will GSA provide the tree survey data to the successful contractor?
All survey info will be made available to the successful contractor.
18 Will GSA provide additional specifications for required import materials?
No additional specifications are to be provided.
19 Will GSA please extend the bid date to allow for the proper reaction to the questions and appropriate preparation of the bid documents? Bid Date remains unchanged.
What is the date of the topographic survey provided in the plans and is it accurate?
Topographic survey was completed in summer, 2014. It is believed accurate at that time.
21 Would the Government consider setting an allowance of the export of unsuitable materials? This would ensure all contractors are quoting on the same quantities.
Current cut/fill estimate is 2065 cubic yards cut and 1321 cubic yards fill. The net cut is 744 cubic yards. The condition of materials are unknown but assumed suitable for fill.
Will utility as-built drawings be made available to the contractor?
GSA to provide as-builts and design information to the successful contractor.
The contractor will be required to locate and avoid utilities. Accuracy of as-built information is unknown.
