RESPONSE TO THE RFI’s
1. Evaluation Factor 2: Will the government consider amending similar criteria 4 from $12 million to $10 million. As this project’s estimated price range is $12 million, we feel that $10 million would demonstrate relevancy effectively as well as $12 million, and may help additional well-qualified firms participate and therefore may provide the GSA with additional competitive pricing options.
Government Response: Evaluation Factor 2, similar criteria item 4. is being amended to the following:
“The project’s original construction contract award amount was at least $6 million.”
2. Evaluation Factor 2: Will the government consider amending the RFP to allow offerors to submit projects completed within the past ten years? We feel that the similar criteria listed in Factor 2 can demonstrate relevant experience ten years back as they can five years back, and doing so may help additional well-qualified firms participate and therefore may provide the GSA with additional competitive pricing options.
Government Response: Evaluation Factor 2 is being amended to the following: “Offeror shall submit information that demonstrates that its proposed D/B project team has experience as the Prime Construction Contractor and the lead Architect/Engineer firm on at least two similar projects each within the past ten (10) years.”
3. Evaluation Factor 2: Can the government confirm that similar criterion 3 does not require the project to have been sustainably designed but rather to have involved sustainable design and/or construction, and amend the language to “sustainable design and/or construction”? The RFP language suggests that a project does not need to be design/build. But with respect to offeror projects, requiring that a project include sustainable design specifically to meet criterion 3 would essentially require all offeror projects submitted to be design/build as well, and therefore would require all projects to meet both similar criteria 1 and 3 no matter what. Otherwise, a project would fail to meet criteria 1 and 3 and therefore fail to demonstrate, as required, 5 of 6 criteria in total. We feel that absent this change, many very relevant projects might be unavailable to offerors.
Government Response: Evaluation Factor 2, similar criteria item 3c. is being amended to the following: “the project involved sustainable design and/or construction.”

4. Evaluation Factor 2: Will the government consider amending the requirements for “similar” from 5 of 6 criteria to 4 of 6, provided projects submitted demonstrate experience with all criteria in aggregate?
We feel that doing so will still allow the government to assess relevancy in full, while it may help additional qualified firms participate and therefore may provide the GSA with additional competitive pricing options.
Government Response: Evaluation Factor 2, is being amended to the following: “Projects are considered “similar” when they meet at least four (4) of the six (6) following criteria.”
5. Evaluation Factor 4: May offerors and A/Es submit existing evaluations, if available, for associated projects submitted in Evaluation Factor 2? We feel that this will help ensure that evaluations are available for owner review, will reduce burdens on points-of-contact, and will not reduce the GSA’s ability to assess past performance.
Government Response: Yes, offerors and A/E’s may submit existing evaluations, if available, for the associated projects submitted in Evaluation Factor 2.
6. There is a conflict for contract duration. Near the beginning it says the duration is 340 days from NTP, but further in it says 530 days for substantial completion and 60 more days for contract completion. What is the contract duration?
Government Response:
(1) Commencement of Design Phase Services. The Contractor shall commence performance of the
Design Phase Services within 10 days after the Contractor receives the Notice to Proceed (NTP).
(2) Substantial Completion. The Contractor shall achieve Substantial Completion of the Work no later than 305 calendar days from issuance of Notice to Proceed (NTP).
(3) Contract Completion. The Contractor shall achieve Contract Completion within 60 calendar days of Substantial Completion.
