About this file

This is an Invitation for Bid (IFB) Addendum No. 2 from the County of Orange Health Care Agency for equipment maintenance services supporting five EZ1 Advanced XL instruments used by the Orange County Public Health Laboratory for molecular testing and disease surveillance. The solicitation requires a full service maintenance agreement encompassing onsite repair service delivery with a 48-hour response time, one annual onsite inspection and maintenance visit, and complete cost coverage for repair parts, labor, and travel expenses. Bidders must submit electronic bids through the County's online procurement portal by March 7, 2025, at 4:00 PM, with a question submission deadline of February 18, 2025, at 4:00 PM. The contract will commence May 1, 2025, and will be awarded to the lowest responsive, responsible bidder for an initial one-year term with options to renew for up to four additional years through mutual written agreement. Board of Supervisors approval is required if the annual contract value exceeds $200,000 or total contract value exceeds $1,000,000.

Bidders must submit firm annual pricing for each of the five instruments separately; all-or-none bids will not be accepted unless deemed in the County's best interest. No price increases are permitted during the first contract year, and any subsequent increases require documented proof of cost justification with minimum 30-day advance written notice. Contractors must guarantee that quoted prices are equal to or less than those offered to other local, state, or federal government entities for comparable services. The County offers Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference policies; eligible bidders must submit appropriate State of California Department of General Services certifications and complete affirmation forms to receive consideration. Prior to contract award, the selected contractor must provide a current W-9 or W-8 form, certificates of insurance listing the County as additional insured, valid D-U-N-S and UEI numbers, and submit a 2 percent administrative rebate on total sales from subordinate contracts. Bids remain valid for 365 days following the closing date, and the County reserves the right to make multiple awards, reject any or all bids, and verify all submitted information.
