PROPOSERS’ DAY - Effective Quantitative Antenna Limits for Performance (EQuAL-P) Program
The Intelligence Advanced Research Projects Activity (IARPA) will hold a Proposers’ Day meeting on
November 15, 2021 from 10:00 am to 5:00 pm EST for the EQuAL-P program. This Proposers’ Day meeting will be used to introduce the research requirements to potential proposers and provide information on program objectives. The Intelligence Community (IC) and the Department of Defense
(DoD) missions often require the use of electrically small antennas (ESAs) where the size of the antenna is significantly smaller than the wavelength of operation, fundamentally limiting the antenna performance. The EQuAL-P program aims to realize significant gains in the performance of ESAs by employing active and/or time varying solutions.
IARPA holds Proposers’ Days to provide information to assist potential proposers to evaluate whether and how they might respond to the Government’s research and development solicitations and to increase efficiency in proposal preparation. The EQuAL-P Proposers’ Day is open only to registered potential proposers and not to the media or the general public.
The EQuAL-P Proposers’ Day is a hybrid meeting with limited seating for in-person attendees and will be broadcasted via the Webex video conference platform for remote attendees. Only one in-person attendee per organization or research group will be permitted to attend with the exception of professors at the same university or college at IARPA’s discretion. Details of the venue will be sent to those who are approved to attend in-person. Additional attendees will only be allowed to participate remotely. For planning purposes, the venue is located near Ballston metro station in Arlington, VA. A recorded video of the meeting will be made available to the public on the IARPA website at https://www.iarpa.gov/index.php/research-programs/equal-p.
This announcement serves as a notice of intent to fund scientific research and is issued solely for information and planning purposes. The Proposers’ Day meeting does not constitute a formal solicitation for proposals. Meeting attendance is voluntary and is not required to propose to this, or any other solicitations (if any) associated with the EQuAL-P Program. IARPA will not provide reimbursement for any costs incurred to participate in this Proposers' Day.
REGISTRATION INFORMATION
In order to attend, participants must register prior to event. Registration closes on November 10, 2021 at 5:00 pm EST. Same day registrations will not be accepted. To register, visit https://www.iarpa.gov/index.php/research-programs/equal-p for instructions for both in-person (one per organization or research group) and virtual attendance. Following registration acceptance, applicants will receive an agenda and instructions on how to participate in this hybrid meeting.
Two opportunities to facilitate teaming are available to registrants for the EQuAL-P Proposers’ Day.
IARPA highly encourages potential proposers to establish strong teams capable of addressing the technical challenges EQuAL-P aims to overcome. The information submitted in either format will not be reviewed or considered by the government for any purpose other than review for appropriate content.
1. IARPA will make available the opportunity for registrants to present 5-minute lightning talks. These lightning talks should be seen as a mechanism to highlight technical capabilities of the presenter aligning with EQuAL-P objectives. No live questions or overruns of the 5-minute presentation period will be permitted.
a. To ensure consideration for approval, lightning talk presentations should be submitted to Dni-iarpa-equal-p-proposersday@iarpa.gov by Wednesday, November 10, 2021 at 5:00pm EST.
b. An agenda of accepted lightning talks will be posted by the evening of Friday, November 12, 2021 and shared at the start of the EQuAL-P Proposers’ Day.
c. Presentations which do not appear to address the EQuAL-P objectives or are inappropriate will not be accepted for presentation.
d. Only one presenter per lightning talk per organization or research group will be permitted with the exception of professors at the same university or college at IARPA’s discretion. Presenters must submit their lightning talk slides from the email associated with their registration.
e. All submitted lightning talk slides will be made available for public access.
f. A maximum of 30 lightning talks will be permitted for the live event. Any accepted lightning talks beyond this number will have their slides posted online for public access but no recording will be made.
Lightning talks will be organized based upon their submission order.
g. Lightning talks may be presented in-person or virtual.
2. As an option to facilitate teaming, potential proposers may submit a Capabilities Statement (5 pages maximum) and a completed Teaming Information Form (posted with this notice) to IARPA for possible posting on our website at https://www.iarpa.gov/index.php/research-programs/equal-p. IARPA does not guarantee that all Capabilities Statements will be posted. This information will not be reviewed or considered by the government for any purpose other than review for appropriate content. IARPA will attempt to post this content in a timely manner upon receipt. Such posting will be taken down at or around the time the BAA closes.
This meeting will include an introduction to IARPA, an overview of the program, technical challenges, and expected participation requirements. Before the Proposers’ Day meeting, attendees may submit comments or questions regarding EQuAL-P by emailing Dni-iarpa-equal-p-proposersday@iarpa.gov.
IARPA will consider all input in formulating the program announcement but may not respond to all comments or questions.
This Proposers' Day is intended for participants who are eligible to propose to the anticipated program.
Other Government Agencies, Federally Funded Research and Development Centers (FFRDCs), University
Affiliated Research Centers (UARCs), or any other similar organizations that have a special relationship with the Government, that gives them access to privileged or proprietary information, or access to
Government equipment or real property, will not be eligible to submit proposals to the anticipated program nor participate as team members under proposals submitted by eligible entities.
Questions concerning meeting & registration information may be sent to dni-iarpa-events@iarpa.gov.
Questions regarding the anticipated program can be emailed to Dni-iarpa-equal-p-proposersday@iarpa.gov.
