I. PROJECT OVERVIEW

The General Services Administration (GSA) has a requirement for furniture design and post award services in support of NOAA Seattle Office relocation to Seattle central business district (CBD). The Contractor shall utilize GSA’s Workplace Recommendations Report as a basis of design and furnish all necessary labor, material, equipment and supervision to design the furniture for approximately 59,404 USF of office space; 11,466 USF of storage space. This initial scope of work does not include design services for the 44,204 USF of lab space, but the government reserves the right to modify this contract to allow for the design of modular lab furniture in these lab spaces as may be determined in the future.

This scope of work does include specification of storage, seating, and any other miscellaneous freestanding furniture for lab spaces. Furniture shall be modern, contract grade and be supportive of collaborative and hybrid workstyles. The furniture design scope includes furniture for workstations, private offices, collaborative spaces, and support spaces.

II. STATEMENT OF SERVICES

The vision for the office design aesthetic is one that blends modern, clean, commercial attributes with a more residential feel. The design intent has to support an inspiring work environment that nurtures relationships and encourages problem-solving, while being a model to tenant agencies for flexible, hybrid work environments. GSA desires a long-term furniture solution that supports the need for future flexibility and that will evolve as the nature of work continues to shift.

A GSA contractor has completed basic programing and adjacency requirements for each functional area of the project. The awardee will use this as a basis and provide interior design services to articulate the technical and functional furniture requirements for the client agency. Technical and functional requirements will be documented as iterative design development. The specification sheets need to indicate the level of quality, function and style indicated. Furniture design elements will be gathered through structured interviews and a combination of in person and virtual meetings that guide the agency representatives to achieving a functional workspace that reflects the agency’s operational needs considering the nature and type of work performed. Deliver final accepted furniture design documentation supported by technical specifications, schedule and estimate.

Statement of Work Page 3 of 19

Provide professional services for the following critical project objectives:

1. Furniture Design Services: Shall encompass all of the services listed under this section. The Contractor shall create furniture designs with sufficient detail to communicate the customer agency’s furniture requirements. The Furniture Design Services shall not be manufacturer-specific unless specified, but will help guide the furniture dealers in preparing final furniture specifications, Bill of Materials (B.O.M.), specification drawings and ultimately the furniture order. Furniture Design Services are required to present to customer agencies with design recommendations, layouts, typicals, and specifications for final review and approval. The following furniture design services shall be provided:

1.1. Furniture Program of Requirements (POR) (Meeting and Report): The Contractor shall use spatial and functional conditions as shared by the GSA Workplace team to provide client agency workplace recommendations. Contractor shall review requirements and gather all associated furnishings and materials.

1.1.1. Determine if additional typical/prototypical guidelines of personnel workstations, support/supplemental space, above standard finish, interior signage package, and storage spaces based upon functional requirements. Any above standard finish requirements shall be noted. Ensure the equipment or component listing for all elements of each work space will be noted. The Contractor shall determine what equipment/furnishings are necessary and account for the appropriate circulation factor.

1.1.2. Narrative summarizing all pertinent data describing the method of data collection, intent of each table/graph/drawing, general observations, and analysis of possible expansion/contraction for specified period of time.

1.2. Furniture Cost Estimate: The Contractor shall generate furniture product cost estimates for the project at 35%, 65%, 95% and 100%, estimating the total expenditures, broken down by materials, labor, profit and overhead, that will result from costs associated with furniture, fixtures, or other equipment. The budget information shall be adequate for use by GSA and the client agency as a guide to subsequent purchases and alteration costs. The submittal is to be provided on a Furniture Price Proposal Form unless otherwise specified.

1.3. Furnishings Technical Package: The contractor shall develop the documentation necessary for the Government to successfully procure furniture and/or furnishings using a competitive award process. The Furnishings Technical package will include the following components:

1.3.1. Furniture Specification: At a minimum, the technical package shall include generic performance specifications for the furnishings and estimated quantities of workspace or individual furnishing types. At least three manufacturers on

Statement of Work Page 4 of 19

GSA Multiple Award Schedules must be capable of meeting the specifications and identify any open market items to support the success of the project requirements. Those manufacturers and product lines should be indicated in the specifying document presented to the government.

The contractor shall prepare a comparison of manufacturers/product lines and performance criteria. The contractor will conduct the research necessary, based on the manufacturers' product information, to confirm that three manufacturers meet all the mandatory performance criteria. If a manufacturer does not meet the criteria, another manufacturer must be selected.

The performance specification shall be provided in a format that allows for easy comparison of each vendor’s quote to the performance specification. The format shall include a reference area for the vendor to indicate where the requirement is met in the vendor's submittal documents and if confirmed by the contractor.

The contractor shall develop performance specifications listing the features, capacities and capabilities required of the products to be acquired. The specifications shall include the government's specific requirements.

Specifications should not be broad-based, but instead enumerate characteristics critical to the function of the product (e.g., cable capacity, functional capability, etc. Do not include panel widths and thickness unless a specific width or thickness is necessary for the performance of the product.). When a best value procurement will be conducted, specifications may include desired product characteristics that are considered to add value to the product. Specifications shall clearly distinguish between the mandatory characteristics and the optional characteristics that add value but are not required. Supporting explanations of how desired features add value shall be provided separately from the specifications to aid the agency in evaluating competing offers.

1.3.2. Furniture Floor Plans: The Contractor shall generate drawings, to scale, showing layouts of all furnishings and equipment. Furniture in the drawings shall be tagged appropriately and show all furniture to be included in the statement of work, including workstations, either systems furniture or conventional, or both if necessary, casework, tables, chairs, and all other ancillary furniture, including any existing furniture from existing location. The Contractor shall coordinate with the A/E of record to receive the AutoCad or Revit file of final, approved space plan. The Contractor shall use the space plans to create the final furniture plan. Once the final furniture plan is approved, the Contractor shall coordinate the furniture plan and requirements with A/E for coordination of power voice data and life safety compliance.

Statement of Work Page 5 of 19

1.3.3. Furniture Typicals (Drawings / 3D and Generic Finishes): The contractor shall develop typical workstation and workspace standards and drawings to include plan views with dimensions, isometrics, furnishing descriptions, storage capacities, accessories, lighting, electrical and data outlet requirements. The government has provided the types of workspaces that are considered "typical" to the project’s use in the Furniture Guidelines Document. The contractor shall identify the requirements for each typical workspace, including component dimensions.

1.3.3.1. The contractor shall use a combination of the following tasks to define the typical workspace requirements. Using the existing standards set forth in the Workplace Recommendations Report as basis of design

1.3.3.2. The interview and site survey are considered the most efficient and yielding the best results. If the government has square footage (SF) standards for the staff workspace, this information will be given to the contractor to include the SF in the final typical workspace plans.

1.3.3.3. It is not necessary or desired to develop a "typical workspace" for every unique condition. The typical workspaces should represent the overall majority of workstations by functional requirement. Adding typical workspaces to accommodate columns, unique functional requirements for one or two occurrences is not required for the technical package.

Ideally, typical workspaces are designed to accommodate some flexibility in the use and assignment.

1.3.3.4. The contractor shall include quantities based on the number of typicals planned for the project. Support space quantities will be based on actual counts from the space plan or ratio of spaces to FTE.

1.3.4. Finishes: The Contractor shall select the color scheme and finishes for the typical workspace furniture. The Contractor shall work with the customer agency POC/stakeholders and the Lessor’s A/E to develop a furniture finish palette that is cohesive with the overall interior finishes. The finishes set a quality level allowing other vendor offers to more accurately price the furnishings desired by the Government. The finishes selected at this phase are not likely to be the actual final finishes, but the finishes selected should represent an acceptable baseline for the future. The finishes shall be used to guide project designers and help coordinate other finishes, materials and colors that will become part of the project.

The contractor shall develop three (3) finish options per user group for a total of eighteen (18) options max to be presented to the government. Prepare presentation board(s) or similar approved presentation style to show the

Statement of Work Page 6 of 19 furniture finishes for the typical workspaces.

After the preliminary presentation, the contractor will refine the finishes based on government comments. Prepare a second presentation that reflects the refinements. Resubmit the presentation materials with the refinements.

The government shall select and approve the scheme(s). The Contractor shall coordinate with the government to make sure that all color schemes and finishes will not conflict with finishes in other parts of the project.

After the second submission, the contractor will work with the government to resolve any outstanding finishes selections. After resolution, prepare a final submission for the project record. The Contractor shall provide a description of product features to be used as evaluation factors in a best value determination.

1.3.5. Quantity Estimates: Used as the basis for the procurement item listing, the Contractor shall provide an item listing with an estimated quantity for each workstation typical and individual product type required. Items shall be grouped by type.
