FFB Sewer Construction Scope of Work
U.S. GENERAL SERVICES ADMINISTRATION, NORTHWEST/ARCTIC REGION 10
Section 1:
Project Location & Building Number:
Fairbanks Federal Building (FFB) 101 12th Ave Fairbanks, AK 99701
Building Number: AK0029ZZ: RAK11316
Section 2:
Background:
The Fairbanks Federal Building (FFB) was constructed in 1979. The FFB has a steel and glass exterior, a steel and concrete interior, and has three floors as well as a partial basement level. The Fairbanks Annex Building (Annex), located across from the FFB, was also constructed in 1979.
The sewer line from the Annex building (see attached site plan) had been tied into an old wooden stave drain from the WWII Army base days. The sewer line/drainage does not drain properly into the manhole, freezes every year, and causes backups in the sewer. The heat trace does not go into the wooden stave pipe. When frozen, the effluent backs up into the oil sump in the garage of the Annex. This is the only indication that the line freezes - until then there is no indication. Once the lines freeze, the restrooms located in the Annex can no longer be used and the occupants must use the restrooms in the FFB.
There are no known sewer problems associated with the FFB.
The two sewer lines tie together and run off the site to the northwest corner of the property (see attached 1979 site plan).
The purpose of this project is to repair, replace, or rehabilitate the sewer/drainage condition of the structures from both the FFB and the Annex as indicated in the attached technical specifications and drawings.
SEE attached pdf “FFB Sewer Service Condition Report Memo” for additional background information.

Section 6:
Description:
Contractor shall execute the project as follows (see attached specifications and drawings):
Attached drawings and specifications shall prevail over scope of work.

2. Locate all underground utilities prior to excavation.
3. Document existing conditions.
4. Protect existing site improvements to remain from damage during construction.
5. Place detectable warning tape 3’ above all new sanitary sewer line.

Prior to installation of CIPP liner, cut and remove minimum 20 linear feet of existing 6” diameter wood stave sanitary sewer line from the manhole that both the FFB Main Building and Annex sewer lines meet (northwest corner of the property), to the FFB Main Building and replace with new 6” diameter ductile iron pipe (minimum 20 linear feet),
b. From same manhole location to 12th Avenue, cut and remove minimum five
(5) linear feet existing 8” diameter ductile iron sewer main and replace 8” diameter new ductile iron pipe.
c. Remove and replace the existing manhole with a new modern 48” diameter precast manhole.
