USDC Clerk’s Transaction Window
1. In the Clerk’s office, determine if current transaction window is break-resistant Level I glazing.
a. If not, replace the current transaction window with one (HP
White 0500.01) that is break-resistant Level I glazing with a document tray and speak hole.
b. If transaction window is break-resistant Level I glazing, determine if a backer transaction window could be installed over the existing speak hole and document pass-thru. The purpose of this is to make the transaction window more secure.
c. Contractor must verify required glazing unit dimensions (length, width, and speak hole location).
d. Contractor shall repair any damages resulting from the work to match original conditions.
2. On the door from the Clerk’s waiting room to the office space, provide and install a double-gang j-box (for the installation of a card reader) flush mounted to the wall with single-gang mud ring, at 46” A.F.F. to the right of the door.
a. Provide 1” conduit form the j-box to the nearest security closet and terminate above the servicing security panel (Tyco will identify the location).
b. Provide and install a 24-volt electric strike with power to connect to card reader.
3. In the ceiling of the waiting room, provide and install a double-gang j-box (for the placement of a CCTV camera) flush mounted to the wall or ceiling.
Judicial Senior Inspector (JSI) will identify the location. Provide a 3/4” conduit from the j-box to the DVR in the control room (USMS control room).
4. Near and outside of the security vault, provide and install a single-gang j-box (for the installation of an IDS control panel) flush mounted at 60 inches A.F.F. on the outside of the door. Provide a ¾” conduit from the j-box to the nearest security closet. The existing alarm switch (non-functioning) may be used.
a. Note: The existing door contact will be wired with a wireless transmitter.
CSO Station Security Upgrades
1. Provide and install a judicial hallway barrier that can be opened and closed as needed, in the hallway between the elevator bank and the judicial hallway. The barrier can be an accordion type that can be secured in a cabinet and then opened and locked when operations require. Hallway barrier shall compliment 9th floor hallway.
2. For the CSO post on the Court floor, provide a design and construct a CSO security screening station. Provide the design for review at 35%, 65%, 95%, and 100%.
3. Design the screening station with the following concepts in mind:
a. Position the screening station at the location where the CSOs currently conduct screening operations.
b. Screening station must afford the CSOs a clear line of sight to the public entrance and exit, regardless of where they stand within the station. In this case, the elevator vestibule.
c. The egress and ingress must be clearly separated by a physical barrier but both within view of the CSOs working the station.
d. There must be a clear delineation between screened and unscreened visitors.
e. The primary concept is that is that one CSO is inside of a Level III protected booth monitoring security systems (CCTV, alarms, etc.) and the other CSO is outside taking care of screening business.
f. The station must be designed to fit one x-ray machine and one walk-thru metal detector (WTMD) in one screening lane. The equipment must not be encased in any type of millwork that would prevent or hinder access for maintenance or replacement of similar, yet larger models that may vary up to eight (8) inches in each dimension. Pulling the equipment out from or removing the millwork is acceptable. The machines require at least two feet on each side for servicing. The following also applies:
i. WTMD must be a minimum of six (6) feet from moving metal: swinging door, escalator, etc.
ii. WTMD must be a minimum of 12 feet from standing metal or stationary object such as a wall.
Note: Partition wall is acceptable.
iii. WTMD must be a minimum of two (2) feet from the x-ray machine or three (3) feet from the conveyor belt or rollers.
iv. WTMD must be a minimum of two (2) feet from vibration such as a fan, walking people, etc.
Note: Does not apply to people being screened.
v. WTMD must be a minimum of three (3) feet from an electromagnetic field such as a variable power supply or power outlet.
vi. WTMD and x-ray machine requires separate, dedicated power source connected to the facility backup power (3, 20-amp, 120 volt AC outlets).
vii. A separate CSO booth must be positioned and designed so that it can be used to “over-watch” the screening process, ingress and egress lanes, gun locker and portable electronic storage device locker. The booth will be enclosed in ballistic Level III materials (solid paneling from the floor to 48 inches and glazing up to the top), have a lockable door on the secured side of the station (if possible but not required), be large enough to contain a console which will house two CCTV monitors (low profile), telephone, intercom, duress switch, door release switch for the gun locker and other security devices as identified during the design phase. The floor of the “booth” must be raised seven (7) inches above the floor with removable floor panels with dimension at or near 12 inches in each direction. The height of the booth wall must be 84 inches A.F.F. on outside. The booth requires four (4) dedicated, double, 15 AMP, 110 Volt electrical outlets on the floor within reach of the security equipment that will be installed in the booth (total of eight (8) outlets).
viii. Note: the USMS (Tyco) will provide the console, security equipment, data cable, installation and programming of equipment.
ix. Include a baggage search table within the design on the secured side of the x-ray machine.
x. Provide a gun locker that can be securely attached to the inside of the screening station booth. The gun locker is used for the storage of pistols from visiting law enforcement officers on the non-secured side of the screening station.
xi. Provide a “portable electronic device locker” for the storage of hand-held electronic devices such as telephones, cameras and laptops. The locker must be on the non-secured side of the screening station but within view of the CSOs working the station. The locker can be wall mounted or on a pedestal and secured by individual keys or combination (as preferred by the USMS JSI).
The locker shall be security fastened, or built into, the inside of the screening station booth. (See enclosed photo as an example)
xii. Provide and install conduit and junction boxes for all security equipment. The conduit runs will be from the device to the nearest security closet. The requirements shall be provided by the GSA/USMS at the 35% design stage.
xiii. Provide and install emergency lighting (if not already installed).
xiv. \On the stairwell door leading into the court floor, provide and install a single-gang, flush-mounted j-box (one each on the court-side of the door and stairwell side of the door for installation of a card reader). Provide one inch conduit from the j-box to the security closet; terminate near the Hirsch security cabinet. The door will be programmed to fail-safe during a fire alarm. Provide and install a 24-volt electric strike with power to connect to card reader.
xv. See attached layout/drawing: In the Judicial hallways (the JSI will identify the locations and view), provide an install a double-gang, flush-mounted j-box (for CCTV cameras) in the ceiling or high on the wall. Provide one inch conduit from the j-box to the control room (with the DVR). Provide up to six (6) as directed by the JSI.
Section 7:
Submittals
xvi. Note: Reference the attached USMS Systems Requirements and Specifications, Volume Three, Publication 64 (Pub 64). The Pub 64 is a guide and is not regulation, the final specification requirements will fall on the USMS Headquarters.
Garage Security Upgrades
1. Provide and install (rough-in) infrastructure for multiple security equipment installations in the parking garage. See attached JFB Security Upgrades Garage Floorplan.
a. Tyco (separate contract) will provide and install security equipment, i.e. security cameras and panic button. Contractor to do rough-in only.
i. In the judicial parking garage area, provide and install surface-mounted, double-gang j-boxes and 2” conduit (for the installation of CCTV cameras). Terminate the conduit in the nearest security closet. The cameras are to view the path of the Judge’s parking area to the entrance of the building.
ii. In the judicial parking garage, provide and install surface mounted, single-gang j-box (for the installation of duress switches) on the support columns form the Judge’s parking area to the entrance of the building (in general, every six parking spaces). The switches shall be clearly visible and of the same design for easy identification.
Submittals: Shop drawings, Manufacturer’s product data, product samples and MSDS data sheets must be submitted to the Project Manager and Contracting Officer in the form of a submittal. Submittals verify design intent; however, approved submittals DO NOT automatically constitute a waiver to the contract document requirements. If a waiver or deviation from the contract document requirements is required the Contractor must submit a Request for Information (RFI) to the Contracting Officer. The Contracting Officer will determine if a waiver is permitted and respond to the RFI.
Submittals required by this contract are the following:
1. 65, 95 and 100% Design Drawings
2. Transaction window – Diagram of speak-thru hole and document pass-thru placement. Provide speak-thru options.
3. Gun Locker
