LIMITED SOURCES JUSTIFICATION {FAR PART 8)
• FAR 8.405-6 (a)(l)(i)(B)-Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
SirsiDynix is the sole provider of support for EOS.Web e-Library-Academic software
5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404( d).
The Contracting Officer will determine pricing fair and reasonable at the order level. Award will be made on a PASS/FAIL basis for technical acceptability and fair and reasonable price.
6. A description of the market research conducted among schedule holders, and the results of the research. A statement must be made that the supplies and services are available from the FSS.
The original procurement for EOS originated in 2013 when a replacement for Sydney Plus software was needed. The software••••••·••■ and it was not Machine Readable Cataloging compliant. Award went to EOS.

At the time of the purchase of the system, it was found to be the most cost- effective solution and presented a significant savings over the previous library system.

8. A statement of the actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made.
The FBI will continue monitoring the ever-evolving market for any new and upcoming products as a replacement to remove or overcome any barrier to competition.
9. Within 14 days after placing an order or establishing a BP A exceeding the simplified acquisition threshold the FBI intends to post this requirement on beta.SAM.gov pursuant to FAR 8.405-6(a)(2)(i).
Because this requirement is under the simplified acquisition threshold, it will not be posted on beta.SAM.gov l
