Responses will be reviewed by February 20, 2025, to determine next steps. If multiple vendors express interest and meet the City's criteria, the City may issue a formal Request for Proposals (RFP) for competitive contract award. The pilot program is expected to be operational within 60 days from project kick-off, with all pilots conducted by the City limited to 12 months or less.
Required features include flexible placement and rapid relocation, no connection to water, sewer, or power lines, solar power capability, ADA compliance, access control and anti-vandalism features, running water and flushing toilets, remote locking/unlocking capability, QR code access, alerts to field technicians, and data collection to measure usage, satisfaction, accessibility, uptime, vandalism, maintainability, and costs. The City expects deployment at a minimum of four high-demand locations and seeks no upfront capital investment from the City. Respondents must provide estimated pilot costs, pricing structures for potential full-contract scaling, staffing plans, municipal experience, workplans with key milestones, and details on required City resources. The organization that initially submitted a proposal through Pitch Long Beach! has already expressed interest and is not required to respond to this EOI. All costs associated with responding to the EOI are the respondent's sole expense, and this EOI does not constitute a promise to issue a formal solicitation or contract.

1 The Opportunity
1.1 Background
The Technology and Innovation Department (TID), Parks, Recreation, and Marine (PRM)
Department, and Public Works (PW) Department are seeking a turnkey, full-service smart restroom solution (including physical infrastructure, full operations, and maintenance) to improve the cleanliness, user experience, accessibility, and use standards of public restroom facilities for all park users.
Public bathrooms are necessary, and they are for everyone. However, they fail to serve their purpose if they are not open, clean, safe, and dignified - especially in our parks and public spaces. When servicing restrooms, City staff often encounter vandalism to city property, theft of fixtures and paper goods, graffiti, persons who have locked themselves in, and illegal activities such as drug use, etc. Members of the public often encounter these same issues, which has deterred them from using City facilities.
To address these challenges, the City of Long Beach is exploring an innovative approach to providing higher quality, portable, and delightful public restrooms through a four-month pilot project program for a limited number of high-demand locations.
This pilot opportunity originated through Pitch Long Beach!, which encourages organizations to propose project ideas to the City. The City of Long Beach aims to be open and competitive in awarding contracts, and to work collaboratively with stakeholders to develop the best possible solution. In line with these guiding values, the City is issuing this
Expression of Interest (EOI) to determine whether additional organizations would be interested in the opportunity to provide Turnkey Full-service Smart Restroom Solutions on a pilot basis and would be able to meet the needs of the City.
Interested organizations are encouraged to express their interest by following the response instructions below. The organization that submitted an initial proposal to Pitch Long Beach!
has already expressed interest and is therefore not required to respond.

• Provide an innovative, automatic locking and access control mechanism to permit timed access to restroom facilities.

1.4 Result of the Expression of Interest
Interested organizations are encouraged to express their interest by following the response instructions below.
