About this file

This Expression of Interest (EOI) document is issued by the Greater Richmond Transit Company (GRTC), a not-for-profit public service corporation jointly owned by the City of Richmond and Chesterfield County, Virginia. GRTC seeks expressions of interest from qualified Transportation Network Companies (TNCs), mobility management companies, transportation brokers, accessible transportation providers, non-emergency medical transportation providers, and other qualified transportation entities to provide CARE Plus and CARE On-Demand mobility services. CARE Plus provides fare-free transportation for eligible customers traveling to or from locations within the Greater Henrico area outside GRTC's ADA complementary paratransit service area, while CARE On-Demand provides same-day transportation services under an established fare structure. EOI responses are due November 10, 2026, by 3:00 p.m. (local Richmond, VA time), with meeting requests from industry due November 12, 2026, and meetings scheduled for November 17–20, 2026. The anticipated Request for Proposals (RFP) will be issued on December 14, 2026, with a pre-proposal conference on January 5, 2027, proposal submission deadline of January 21, 2027, oral discussions on February 8–9, 2027, and award decision anticipated in March 2027, with board award and notice of award in April 2027 and mobilization in May 2027. GRTC reserves the right to award contracts to one or more offerors, establish a network of approved providers, award CARE Plus and CARE On-Demand separately or jointly, and maintain a network including both FTA-compliant and non-FTA-compliant providers.

Offerors must submit comprehensive pricing proposals identifying base trip charges, mileage charges, time-based charges, WAV (wheelchair-accessible vehicle) charges, cancellation fees, no-show fees, administrative fees, platform fees, wait time fees, tolls, and other surcharges, along with specific pricing scenarios for ambulatory trips and WAV trips ranging from 5 to 50 miles. Current CARE On-Demand customer fare structure includes a $7.00 passenger fare for trips up to six miles and $1.15 per mile for mileage beyond six miles for both ambulatory and wheelchair-accessible trips. GRTC prefers tolls and operating expenses be incorporated into proposed pricing, though tolls may be separately identified if necessary. The document outlines liquidated damages for service failures, including $100 for missed trips, $250 for missed WAV trips, $500 for WAV trip denials, and escalating penalties for safety and compliance violations. Responding to this EOI does not guarantee selection for the subsequent RFP, and GRTC reserves the right to modify fares, subsidies, eligibility requirements, and service policies during the contract term, as well as to allocate, reallocate, increase, decrease, suspend, or redirect trips among participating providers based on performance, compliance, customer needs, and best value determination.
