About this file

This is a Single Source Procurement Notice filed by the City of Winter Park, Florida, regarding the procurement of Environmental Express Lab Chemicals and Supplies. The requestor, David Zusi, submitted the single source justification on November 7, 2025, for Fiscal Year 2026. The City is seeking to procure lab chemicals and supplies that have been specified in approved laboratory methods required for compliance with Florida Department of Health (FDOH) standards. According to the notice, these items are verified as quality products and are consistent with Florida Standards for Environmental Analysis (FSEA). The posting will remain active for fifteen business days pursuant to Florida Statute 287.057, allowing prospective respondents to submit product information, statements of qualifications, and capabilities if they believe they can provide equivalent products or services. The procurement specifies that no future purchases will be obligated to this vendor, and no site visits, bidder meetings, or conferences are mentioned in the documentation.

The estimated fiscal year spending for this single source procurement is $20,000.00. Environmental Express has been identified as the sole manufacturer and distributor of the required products, and the City has obtained a signed letter from the vendor confirming exclusive distributorship. The justification for single source procurement is based on the requirement that items must be used as specified in the lab methods for regulatory compliance; no other products are acceptable as they are not specifically stated in the approved lab standards. The City certifies that market research was conducted and that fair and reasonable pricing has been obtained. Any prospective respondents who believe the procurement unduly restricts competition or favors a single vendor must notify the Procurement Division in writing no later than five business days prior to the proposal due date.

2. Notice

It is the policy of the City of Winter Park to consistently purchase goods and services by full and open competition. The taxpayers of Winter Park are best served when we make sound business decisions based on competitive bids or proposals. Early acquisition planning, including the Procurement Division, can help to avoid delays and facilitate effective market research. However, there may be instances in which a method other than full and open competition can be justified. If a user department determines that a method alternative to full and open competition is necessary or in the best interest of the

City of Winter Park, appropriate justification for that course of action must be submitted to the Procurement Division for approval in order to waive the competitive procurement process.

It is the responsibility of any prospective Respondent to notify the Procurement Division in writing of any requirement or condition that may unduly restrict competition or appear to favor a single vendor or manufacturer. Such notification must be submitted no later than five (5) business days prior to the proposal due date and time.
