About this file

This is a Request for Information (RFI) issued by the Department of the Air Force Materiel Command for market research regarding the production of Embedded National Tactical Radio (ENTR) V4 in both footed (P/N 762-010976-3) and non-footed (P/N 762-010976-1) versions. The government seeks to identify potential sources with expertise and capabilities to manufacture these tactical radios, which allow Integrated Broadcast Service users to receive near real-time data for threat avoidance, targeting, force protection, and other mission-critical functions across air, land, and sea platforms.

The procurement strategy envisions a five-year contract (base plus 4 option years) through FY28, with Best Estimated Quantities (BEQ) of 50 units in the first year and 25 units per year thereafter. The government does not own the data rights for ENTR V4. Responses to this RFI must be submitted electronically via AMRDEC SAFE by 4:00 PM EST on April 4, 2025. The RFI includes a detailed capability survey requesting information about business size status (under NAICS code 334511), manufacturing experience, facility capabilities, commerciality, warranty terms, and parts obsolescence management. While both large and small businesses may respond, no set-aside determination has been made pending analysis of small business capabilities.

REQUIREMENTS DESCRIPTION

Embedded National Tactical Radio (ENTR) V4

PURPOSE/DESCRIPTION:

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to build the Embedded National Tactical Radio (ENTR) V4 in both footed and non-footed versions.

NOUN P/N

Embedded National Tactical Radio (ENTR) V4 Footed 762-010976-3 Embedded National Tactical Receiver (ENTR) V4 Non-Footed 762-010976-1

This requirement is for the procurement of the ENTR V4 in both the footed and non-footed versions. Our procurement strategy is a five-year contract (basic plus 4 option years) and will continue through FY28. The projected quantities will be Best Estimated Quantities (BEQ) with 50 units in the first year and 25 units per year thereafter with versions to be identified at time of order.

The Government’s need for the procurement of the ENTR V4 is required in order to support multiple missions associated with, and across Integrated Broadcast Service (IBS). The ENTR is a receive only radio that allows IBS users from multiple platforms (air, land, and sea) to receive near real-time data providing threat avoidance, threat warning, targeting, target tracking, target/situation awareness, maneuvering, force protection, indications, and warnings. The ENTR allows users to receive IBS UHF signals via radio frequency and can simultaneously receive and process up to four IBS alternative-path channels as well as the Common Interactive Broadcast (CIB). Additionally, the ENTR natively hosts tactical receive segment (TRS) and is also compatible with other external TRS applications allowing the user to display critical mission data.
