About this file

This document is a Request for Proposal (RFP) from the City of Pittsburgh Bureau of Police, seeking a performance coaching consultant to address critical recruitment, development, and retention challenges. The RFP seeks a law enforcement consultant to audit current recruitment processes, provide comprehensive coaching for employees across all ranks, and develop strategies to improve officer recruitment and retention. The project aims to address the bureau's significant staffing deficit, which has dropped from a historical baseline of 900 officers to approximately 740 as of March 2024, with only 24 new recruits graduating recently after a three-year recruitment hiatus.

The proposed consulting engagement will focus on multiple key areas, including auditing recruitment processes, providing multi-day recruiting training sessions, offering personal and professional development coaching, and developing strategies to sustainably retain officers. The bureau is experiencing substantial challenges, with over 100 resignations and retirements in 2023, and seeks expert intervention to rebuild its workforce. The consultant will be expected to provide ongoing coaching, recommend best practices for hiring, and create comprehensive approaches to address career advancement and employee retention within the Pittsburgh Bureau of Police.

CITY OF PITTSBURGH

BUREAU OF POLICE

“Honor, Integrity, Courage, Respect and Compassion”

Request for Proposal

2024-RFP

2024 PBP Performance Coach

Performance Coaching for Pittsburgh Bureau of Police

1. Summary:

On behalf of the Pittsburgh Bureau of Police, the City of Pittsburgh Office of Management and Budget is seeking proposals for a consultant familiar with law enforcement to help the PBP identity and implement solutions that address the following challenges: Recruitment, Development, Retention Services and Recruiting efforts for the Police Training Academy.

2. Background:

Over the years The Pittsburgh Bureau of Police has faced challenges with recruitment, retention and attrition of its police officers. The City of Pittsburgh has historically budgeted for 900 officers and would hover near that mark until the COVID-19 pandemic. As of early March, 2024 the PBP had about 740 officers in the bureau.

Adding to the COVID impact, the bureau did not have a recruitment class for 3 years. Prior to the COVID pandemic the city was training and graduating between 70 to 90 recruits per year, offsetting the typical combined 75 resignations and retirements. Without a recruitment class the PBP could not offset the combined resignations and retirements that in 2023 reached over 100. After a hiatus, the PBP graduated 24 recruits in March 2024 but still needs to aggressively recruit and retain more officers to offset the 3- year deficit.

It has been recommended that hiring a consultant to evaluate current recruitment processes and come up with recommendations that would help the bureau identify suitable candidates and execute hiring, training and mentoring processes that would help address some of the recruitment challenges currently faced by the bureau.
