About this file
This is a Request for Information (RFI) for F-15 Engineering Technical Analysis issued by the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base, GA, dated 9-April-2025. The RFI seeks to identify potential sources for engineering advisory and assistance services across three specific task areas: (1) supporting AutoTAR system technical assistance for F-15 maintenance and technical requests at approximately 20 global locations, (2) providing integration and sustaining engineering support for avionics modification efforts, and (3) documenting aircraft repairs and damage for engineering analysis and design purposes.
The market research solicitation encourages participation from both large and small businesses, with joint ventures and teaming arrangements welcome. Interested contractors must complete a detailed Contractor Capability Survey addressing business information, general capabilities, and engineering services experience by the response deadline of close of business on May 9, 2025. Responses should be submitted electronically to Program Manager Dwight Harman or Procuring Contracting Officer Ebony Walker-Simpson, with attachments not exceeding 10 MB per email. F-15 ENGINEERING TECHNICAL ANALYSIS
Robins AFB, GA
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide engineering advisory and assistance services for the F-15 Engineering and Technical Analysis (ETA) effort.
The purpose of the F-15 Engineering and Technical Analysis effort is for three specific task areas, all combined into one contract. (1) The first task is to support F-15's portion of AutoTAR (or the current 107 System of Record (107 SOR)). The AFLCMC/WAQE has F-15s at about 20 locations all over the world, AFLCMC/WAQE uses the AutoTAR system to address technical assistance for the warfighters. AutoTAR includes Maintenance Assistance Requests (MARs) and Technical Assistance Requests (TARs) in order to streamline the requests that do not need production's coordination or money. MARs are used when the unit needs a solution that requires a depot field team or depot tooling shipped to their location. TARs are used when the unit only needs engineering and/or technical guidance. (2) The second task is to provide integration, design and/or re-design and sustaining engineering support for avionics modification efforts currently ongoing and planned. (3) The third task is documenting repairs and damage for engineers to utilize when designing repairs and doing analysis. The Wing and Fuselage Repair Data Collection will ensure that inspections are done correctly and that AFLCMC/WAQE engineers have electronic access to the data.
