The 355th Civil Engineer Squadron (CES), as part of the 355th Mission Support Group (MSG) 355th Fighter Wing (FW), is responsible for providing responsive, flexible full-spectrum installation engineering services for all customers and tenants on Davis-Monthan AFB, AZ. The services required under this Performance Work Statement (PWS) include providing installation engineer technical assistance (requirement planning, development, execution) and support to the 355th CES effectively executing its mission of supporting Davis-Monthan, AFB.

The contractor shall provide the expertise, materials, and equipment necessary to complete the tasks outlined in this PWS. The contractor shall submit all work to the Contracting Officer’s Representative (COR) for review and approval. Specific requirements are listed below:

The contractor shall provide a full range of Work Planning and Execution Support Services (WPES) and deliverables in support of the 355th CES. Services and deliverables will include the following categories:

Engineering Project Development Engineering Program Planning & Development Requirements & Optimization Planning, Execution & Data Management Fire Protection Specialist and Services Support

The services provided shall not include inherently governmental functions as defined in Office of Federal Procurement Policy (OFPP) Policy Letter 11-01, “Performance of Inherently Governmental and Critical Functions" and FAR Subpart 7.5, Inherently Governmental Functions."

The 355th CES requires engineering support for Facilities Sustainment Restoration & Modernization (FSRM) and Military Construction (MILCON) Project Development, Project Planning & Program Development, Installation Asset Management, and the Planning & Execution of In-House Facilities Projects. The contractor will provide WPES services to the 355th CES in the execution of these programs.

The contractor shall provide a full range of WPES services supporting the following 355th CES functional areas:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, and materials to perform advisory and assistance services for the 355th CES as defined below, except for those items specified as government furnished property and services. The contractor shall perform to the standards established in the Statement of Work.

WPES services and associated deliverables shall support the 355th CES mission requirements identified below.

3.1 Engineering Project Development requirements include:

3.1.1 Pre-Solicitation Project Development: The Contractor will provide assistance and technical support in the identification, development, and preparation of FSRM, Transportation Working Capital Fund (TWCF), Non-Appropriated Funds (NAF), customer-funded programs, and MILCON projects. Contractor personnel shall perform all required enterprise business system data entry for assigned projects, as required. The contractor will coordinate with customers and other governmental personnel, as necessary, to define project requirements, ensure compliance with Federal, State, local and Air Force regulations, draft Performance Work Statements (PWS), prepare

1.0 Defining the Requirement

3.0 Required Services/Support

Statements of Work (SOW), draft programming documents (DD 1391s), develop cost estimates, and other components of the acquisition package for government approval and submission.

3.1.2 Technical Review of Project Submittals: The Contractor shall perform independent technical and cost review of facility project design submittals, standard design templates, charrette reports, and facility design standards/tools prepared by architect-engineers. The Contractor shall perform comprehensive technical compliance verification of all aspects of the design with all applicable design criteria, including applicable AF and national standards, criteria, and specifications, providing a specific citation as the basis for each finding. The Contractor shall perform a comprehensive validation of the designer’s cost estimate, citing specific areas with questionable basis. Where applicable, the Contractor shall assess compliance with programming approval documents and applicable program approval thresholds. The Contractor shall participate in comment resolution meetings, communicating basis and validity of any comments made to the designer of record, and provide technical assistance to the Government in adjudicating and resolving technical comments/findings. Upon Project Manager request, the contractor shall provide written report of findings and recommendations via email.

3.1.3 Post-Acquisition Document Management: The Contractor shall assist in the development of various project management tools to include Project Management Plans (PMP), Construction Management Documents, and all required enterprise business system data entry for assigned projects. This includes, assisting in the creation of contract document packages required for the award of construction projects to include: project folder, liquidated damages, green procurement, quality assurance plan, nomination form for quality assurance representative, funding documents and period of performance. Provide support for the revision documents as required to maintain timeliness of contract award process. Maintaining copies of all work provided in project folder for the duration of contract and for a period of twelve months after contract completion.

3.1.4 Post-Acquisition Construction Management Support: The Contractor shall provide assistance and technical support throughout the period of project execution. Provide support by facilitating meetings, developing technical presentations, and shall perform all required enterprise business system data entry for assigned projects, as required. Specific meetings shall include Program Management Reviews, staff meetings, program discussions, and strategy sessions.

The Contractor shall assist government personnel to perform QA/QC oversight of project field activities. The Contractor may review project field activities to ensure compliance with Air Force, regulatory, and project-specific procedures and the resulting data collected are technically defensible. Assistance shall include site visits, documentation, photographs, daily surveillance log, and reports of immediate health and safety hazards observed. The Contractor will provide subject matter expert level technical input to the 355th CES project delivery team in support of design or construction execution. The Contractor will participate in planning/design charrette activity;

review/ oversight of Contractor work in progress; and quality assurance/quality control. Perform a comprehensive technical review of a contract submittal, request for information, change order request, or other real-time interaction with a design or construction Contractor. Highlight any areas of non-compliance. Provide Government a recommended basis of negotiation as needed. The Contractor shall recommend corrective actions as needed.

3.1.5 Meetings and Briefings: All meetings will be coordinated with the assigned COR, Project Manager

(PM), or Quality Assurance Evaluator (QAE). Assist in the coordination of and attend, all project development meetings, contract review meetings, pre-construction meetings, site visits, and other pertinent meetings to coordinate information with installation activities.

3.1.6 Qualifications/Education/Certifications:

3.1.6.1 Engineering Technical Personnel: Engineering technical personnel hired under section

3.1 must have a high school diploma and a minimum of 10 years’ experience as a Project Manager, Construction Inspector or possess bachelor’s degree in engineering or construction management with at least 5 years of work experience as a construction project manager. Additionally, personnel shall have experience utilizing Microsoft Office applications, ABSS/DEAMS, BUILDER, TRIRIGA (desired), and E4Clicks, at a minimum.

3.1.6.2 Engineering personnel: Engineering personnel hired under section 3.1 shall have a bachelor's degree in engineering or architecture and 5 years’ experience as a design engineer or project manager. Relevant experience includes, but is not limited to, a comprehensive knowledge of engineering principles and analytical techniques in order to support complex engineering assignments relating to civil engineering disciplines (mechanical, civil, electrical, or architecture). Should have experience in gathering data to solve complex technical problems and be able to follow established project related procedures and complete established project milestones. Additionally, personnel shall have experience utilizing Microsoft Office applications, ABSS/DEAMS, BUILDER, TRIRIGA (desired), and E4Clicks (desired), AutoCAD/ Revit (desired) at a minimum.

3.2 Engineering Program Planning and Development: The contractor shall provide the personnel, materials, and equipment necessary to complete tasks outlined below. The contractor shall submit all work to the Program Manager (PM), upon request, for review and approval.

3.2.1 Base Comprehensive Asset Management Plan Development: The contractor shall assist the

355th CES in the development of the Base Comprehensive Asset Management Plan for review, approval, and submission. The contractor will utilize Asset Management principles to advise the 355th CES on the proper prioritization and timing of future engineering projects. The contractor will assist in the preparation of products and materials for the Installation Facility Utilization Board and associated working groups. The contractor shall perform all required enterprise business system data entry, as necessary to support the preparation of documents for submission to the Air Force Installation and Mission Support Center and the Air Force Civil Engineer Center (AFCEC) in accordance with published business rules.

3.2.2 Contract Project Programming: The contractor will assist the 355th CES in the programming of projects for future year execution. The contractor shall perform all required enterprise business system data entry, prepare supporting documents, validate currency and completeness of BUILDERTM Sustainment Management System (SMS) data, work with customers to define project requirements, prepare cost estimates, draft DD Form 1391s, and advise the 355th CES on recommended procurement strategies. The contractor will follow all applicable laws and Air Force Instructions when categorizing project work. The Contactor will determine the MILCON Facility Replacement Cost for a facility in accordance with AFI 32- 1032, as required. The Contractor will assess applicable cost basis, and investigate applicable recent, relevant project data that could serve to improve fidelity of the cost estimate. The contractor will complete requirements in accordance with AFCEC business rules.

3.2.3 Technical Consultation and Support: The Contractor will provide technical engineering support to the 355th CES in support of contract programming efforts. The Contractor shall provide technical expertise to the Government at meetings pursuant to the requirements of the PWS. Provide technical support to determine the feasibility/capability of existing facilities to support new missions or long-range programs as well as define requirements for new or additional facilities. Coordinates with 355th CES project personnel and stakeholders (facility managers, customers, etc.) to review proposed projects and develop project details to meet requirements. The Contractor shall provide support by facilitating meetings and developing technical presentations as required. Contractor will be required to interface with Customers base-wide, AFIMSC, AFCEC, and MAJCOMs. The Contractor shall assist in the development of various project management tools to include PMPs, Source Selection Plans (SSPs), Acquisition strategies, formal Acquisition Plans (AQPs), Economic Analyses, and perform all required enterprise business system data entry for assigned projects, as required.

3.2.4 Administrative Support: The Contractor will provide administrative support to the 355th CES in support of para. 3.2. The Contractor shall provide advice and assistance services in support of tracking internal suspense system to ensure timely production of quality reports and documents, including evaluations, awards and decorations. The Contractor shall provide advice and assistance services in support of utilizing computer programs to prepare reports, spreadsheets, and forms. The Contractor shall screen incoming documents/reports and enter into the appropriate tracking systems.

The Contractor shall update information into appropriate databases and systems. The Contractor shall provide advice and assistance services in support of Division Records Custodian to include maintaining official file plan for the branch, advising branch staff on official records and disposal requirements, accomplishing official records searches and inspecting offices/electronic locations for compliance. The Contractor shall provide advice and assistance services in support of producing, processing, and distributing award certificates for presentation to 355th CES/CEN personnel. The Contractor shall also advise and assist by providing expertise in areas of screening incoming documents and reports, entering into tracking system, and routing to staff. The Contractor shall review, proofread, and correct technical and personnel reports, awards, and decorations. The Contractor shall also advise and assist by providing expertise in areas of reviewing, proofreading, and correcting outgoing correspondence. The Contractor shall gather information from various sources and compile to provide program status, responses to requests for information, or consolidate reports. The Contractor shall also advise and assist by providing expertise in areas of maintaining electronic files and records. The Contractor shall update information into databases and systems.

The Contractor shall utilize computer programs to prepare reports, spreadsheets, and forms. The Contractor shall provide advice and assistance services in support of coordinating and facilitating branch chief's meetings, branch all hands meetings, and official visits.

3.2.5 Meetings and Briefings: All meetings will be coordinated with the assigned COR, Project Manager

(PM), or Quality Assurance Evaluator (QAE). Contractor shall attend review meetings, site visits, and other pertinent meetings to coordinate information with installation activities.

3.2.6 Qualifications/Education/Certifications:

3.2.6.2 Engineering personnel: Engineering personnel hired under section 3.2 shall have a bachelor's degree in engineering or architecture and 5 years’ experience as a design engineer or project manager. 3.2.6.3 Administrative Personnel: Administrative personnel hired under Section 3.2 shall have a high school diploma and a minimum of 5 years’ experience as an administrative support.

Personnel should have experience with Microsoft Office applications, ABSS/DEAMS, TRIRIGA (desired), ATAAPS (desired), and DTS.

3.3 Requirements & Optimization (R&O) Planning, Execution, & Data Management support requirements include:

3.3.1 Facility Management Support: The Contractor will provide assistance and technical support in the identification, planning, development, preparation, scheduling, management, and close-out of 355th CES in-house, multi-craft, work orders, maintenance activities, and FSRM projects (executed in R&O). Contractor personnel shall perform all required enterprise business system data entry for assigned projects. Contractor personnel will assist in the development of Indefinite Delivery/Indefinite Quantity (ID/IQ) requirements and acquisition packages for government use.

They will coordinate with customers, facility managers and other governmental personnel, as necessary, to define project requirements, ensure compliance with Federal, State, local and Air Force regulations, prepare Statements of Work (SOW), draft appropriate programming documents, develop cost estimates, and other components of the acquisition package for government approval and submission. The contractor may serve as project manager for large, multi-craft work orders.

Contractor will assist the government by providing project management, project oversight, technical advice, and quality assurance services for ID/IQ projects. The contractor shall not perform any inherently governmental activities, nor represent the government for contracting purposes.

3.3.2 Enterprise Business System/Sustainment Management System Support: The contractor shall support the 355th CES’s use of the Air Force’s TRIRIGA EBS and BUILDERTM SMS. The contractor will conduct TRIRIGA and SMS data entry, data analysis, data quality assurance, data quality control, and data integration in support of the 355th CES mission. The contractor will assist in the preparation of reports, responses to data calls, and presentations. The contractor will support the 355th CES through the use of other Air Force developed tools and programs, such as the Visible Asset Sustainment Tool, as required. The contractor will provide recommendations and advice to the government on future facility repairs and investments in accordance with Air Force asset management principles.

3.3.3 Capital Improvement & Facility Coordination Support: The Contractor shall assist in the execution, commissioning, and closeout of 355th CES FSRM projects and in-house work orders.

This includes assistance for the coordination, implementation, execution, and completion of these projects to ensure consistency with 355th CES operations, commitments, and goals. Activities include TRIRIGA and BUILDERTM data entry to update Real Property records and reflect changes to the facility’s condition.

3.3.4 Asset Management Support: The Contractor shall provide assistance to support the 355th CES asset management program, to include: advice and coordination for the development of facility maintenance and repair requirements; space utilization studies; land use surveys; advise and assist with Facility Condition Assessments (FCAs); and review of BUILDERTM SMS Assessments performed by others. The contractor shall assist in the development of reports, responses to data calls, and presentations for use by 355th CES personnel. The contractor shall serve as a Subject Matter Expert to provide technical information and advice to 355th CES leadership. The contractor will support the 355th CES in preparation for, and during, briefings, meetings, and working groups.

3.3.5 Data Visualization: The contractor will produce graphic products in support of the operations squadron. Products include briefings, photographs, and maps conveying timely and relevant facility condition. Prepare non-technical drawings for operations flight personnel. Coordinate Geographic Information System (GIS) and GeoBase updates with the 355th CES point of contact on behalf of the operations squadron. The contractor will print/reproduce existing as-built drawings as required for the operations squadron.

3.3.6 Meetings and Briefings: All meetings will be coordinated with the assigned COR, Project Manager

(PM), or Quality Assurance Evaluator (QAE). Assist in the coordination of and attend, all project development meetings, contract review meetings, pre-construction meetings, site visits, and other pertinent meetings to coordinate information with installation activities.

3.3.7 Qualifications/Education/Certifications: Engineering Technical Personnel: Engineering technical personnel hired under section 3.3 must have a high school diploma and a minimum of 10 years’ experience as a Project Manager, Construction Inspector or possess bachelor’s degree in engineering or construction management with at least 5 years of work experience as a construction project manager. Additionally, personnel shall have experience utilizing Microsoft Office applications, ABSS/DEAMS, BUILDER, TRIRIGA (desired), and E4Clicks, at a minimum.

5.0 Contract Terms and Conditions

Contractors shall wear identification badges, in clear visibility, while working at government facilities.

These badges shall be worn around the neck, hanging from a lanyard, except in locations (i.e. mechanical/ electrical rooms, construction sites, etc.) where potential safety hazards prohibit. In addition, contractors shall identify themselves as contractors when answering office telephones in government facilities while supporting the government requirement.

5.1 Place of Performance

Normal work duties shall be performed at 355th CES, Davis-Monthan AFB, AZ. It is not anticipated that the Contractor will be required to travel. (Travel is considered transit to a location off the Installation, travel to visit project sites on the Installation is not considered travel.)

5.2 Hours of Operation

This task requires working eight (8) hours per day, Monday through Friday, except for government designated holidays or base closures.

Overtime: Overtime is not anticipated on this task.

5.2.1 Federal Holidays

The Contractor is not required to provide services on the following federal holidays:

New Year’s Day Labor Day Martin Luther King’s Birthday Columbus Day

Presidents Day Veterans Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day

If the federal holiday falls on a Saturday or Sunday, it may be observed on Friday or Monday as directed.

5.3 Task Management

CE shall identify a Program Manager (PM). Management of this task will be performed by the prime contractor through the PM. The PM will participate in project meetings and review contract deliverables. The PM will provide technical assistance and clarification required for the performance of this task.

5.3.1 Contracting Officer's Representative (COR) Designation

After contract award, the Contracting Officer will appoint a COR and issue a COR Designation Letter stating the authority of the COR. The contractor will receive a copy of the written designation.

5.5 Government Furnished Items and Information

Government furnished items will include office space and furniture, computer equipment equipped with Air Force authorized software, telephone, reproduction facilities, and office supplies as required, and access to unclassified Government instructions, criteria, standards, and guidelines relating to facilities and utility engineering. The contractor is to specifically identify in their quote the type, amount, and time frames required for any government resources, excluding those listed.

5.6 Contractor Furnished Items:

Equipment (CFE). Except for those items or services stated in Government furnished section, the contractor must furnish everything needed to perform this contract according to all its terms.

Information. The Government will provide access to all necessary information and documentation required for this effort.

5.7 Contract Support Items (CSI)

No Contract Support Items are anticipated or authorized under this task.

5.7.1 Open Market (Non-Schedule) Items

No Open Market Items are anticipated or authorized under this task.

5.8 Travel for Contractor Personnel

Travel under this Contract is not required, nor anticipated. (Travel is considered transit to a location off the Installation, travel to visit project sites on the Installation is not considered travel.)

5.9 Privacy Act

Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

5.10 Security

Tasks required under this Contract are deemed “Unclassified”. Contractor employees need security clearance sufficient to access government computer systems. DD254 forms are not required.

a. The level of security clearance required for this contract is UNCLASSIFIED.

b. The contractor is responsible for providing employee clearance information to the PM and/or local security officer for use in preparing any security clearances.

c. All contractor employees working on this contract must be U.S. citizens.

d. The contractor may be required to provide employee background information to comply with contract clearance requirements including building access badges.

5.11 Monthly Reporting

Each monthly report shall be due on the tenth (10th) business day following the close of the calendar month.

5.11.1 Monthly Status Report (MSR)

The MSR shall contain the following information:

Brief description of requirements.

Brief summary of accomplishments during the reporting period and significant events regarding the contract.

Deliverables submitted or progress on deliverable products.

Any current or anticipated problems.

Brief summary of activity planned for the next reporting Period.

Travel Expenses Incurred.

5.12 Personal Service

This contract is not being used to procure personal services prohibited by the Federal Acquisition Regulation (FAR) Part 37.104 titled “Personal Services Contract”.

Administration and monitoring of the contractor's performance shall not be so detailed or continual as to constitute supervision of contractor personnel. Government personnel may not perform any supervisory functions for contractor personnel, such as interviewing, appraising individual performance, scheduling leave or work, or directing how to perform work.

To counter the circumstances that infer personal services and to preserve the non-personal nature of the contract, the contractor shall adhere to the following guidelines in the performance of the task.

1. Provide for direct supervision of all contract employees assigned to the task.

2. Refrain from discussing the issues such as skill levels and hours, salaries, cost and funding data, or administrative and personnel matters affecting Contractor employees with CE.

3. Ensure close communication/coordination with the PM, reporting problems to them as they occur (not waiting for a monthly meeting).

4. Do not permit Government officials to interview potential contractor employees, discuss individual performance, approve leave or work scheduling of contractor employees, terminate contractor employees, assist contractor employees in doing their jobs or obtain assistance from the contractor in doing Government jobs.

5. Do not assign contractor personnel to work under direct Government supervision.

6. Maintain a professional distance from Government employees.

7. Provide contractor employees with badges, if appropriate, identifying them as contractors.

8. Ensure proper communications with the Government. Technical discussion and government surveillance is acceptable, but the Government cannot tell the contractor how to do the job.

9. Assign a task leader to the contract. The task leader or alternate should be the only one who accepts tasking from the assigned Government point of contact or alternative.

10. Use work orders to document and manage the work and to define the details of the assignment and its deliverables. The Government has the right to reject the finished product or result and this does not constitute personal services.

11. When travel is required for the performance on a task, contractor personnel are only to travel as directed by their contract management.

5.13 Problem Resolution

The contractor shall bring problems, or potential issues, affecting performance to the attention of the PM and CO as soon as possible. Verbal reports will be followed up with written reports when directed. This notification shall not relieve the Contractor of its responsibility to correct problems for which they are responsible. The Contractor will work cooperatively with the Government to resolve issues as they arise.

5.14 Contract Funding

Funds are not presently available for this contract IAW 52.232-18. It is anticipated that this severable Firm Fixed Price task will be incrementally funded in accordance with DFAR 232.702

5.15 Organizational Conflicts of Interest (OCI)

The guidelines and procedures of FAR 9.5 will be used in identifying and resolving any issues of OCI at the contract level. Regarding OCI issues, orders may incorporate more specific terms and conditions including but not limited to restrictions, in the government’s discretion, corresponding to the particular requirements of each order.

In the event that this Contract requires activity that would create an actual or potential conflict of interest, the Contractor shall:

a. Notify the CO of the actual or potential conflict, and not commence work on any task requirement that involves a potential or actual conflict of interest until specifically notified by the CO to proceed.

b. Identify the conflict and recommend to the CO an alternate tasking approach which would avoid the conflict.

c. If the CO determines that it is in the best interest of the Government to issue the Order, notwithstanding a conflict of interest, a request for waiver shall be submitted in accordance with FAR 9.503.

d. Additionally, each contractor employee assigned to this contract shall be required to sign an Organizational Conflicts of Interest Statement. The contractor shall submit Organizational Conflicts of Interest Statements to the contracting office for Government approval.

5.16 Non-Disclosure Agreements

Each contractor employee assigned to this contract shall be required to sign a non-disclosure agreement. The contractor shall submit Non-Disclosure Agreements through the contracting office for Government approval.

5.17 Contractor Manpower Reporting Application (eCMRA)

The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via the secure data collection site (i.e. Contract Manpower Reporting Application). The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

Contractors may direct questions to the above eCMRA help desk.

Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor's name and contract number associated with the data. Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the CMRA link at http://www.ecmra.mil.

5.18 Common Access Cards (CACs)

The Contractor’s PM or alternate shall complete all necessary documents for all Contractor personnel requiring access to Davis-Monthan AFB. Common Access Cards (CAC) shall be required for all on-site Contractor personnel. The Contractor’s PM shall ensure the Government representative in the local organization designated to authorize issuance of Contractor’s CACs (i.e. Trusted Agent (TA) receives a Visitor Request for each employee through the Trusted Agent Security System (TASS). Contractor personnel shall electronically submit application to the TA, once approved set up appointment at https://rapids-appointments.dmdc.osd.mil/ or go to the Davis- Monthan Military Personnel Section to receive their CAC. Contractor shall identify personnel required for each position and provide all documents required for CAC application 30 days prior to beginning full time work. Contractor cannot invoice full time for personnel until employee has CAC issued.

6.0 Invoicing and Payment

Invoices shall be submitted to Wide Area Workflow (WAWF) not later than five (5) workdays after acceptance by the Government of the product, service, and/or cost item. In the absence of Government acceptance of services within thirty (30) days, the contractor shall submit an invoice. Invoices shall be submitted not more frequently than monthly through WAWF to allow CE to electronically accept and certify services received by the PM. Electronic acceptance by the PM is considered concurrence and acceptance of services.

Invoices shall be marked (stamped) “Original Copy” and submitted to WAWF. For revised invoices, the Contractors should provide: 1) a distinguishing invoice number, 2) a brief explanation of changes and 3) a cross reference to any previous invoice submission(s) for purposes of tracking and avoiding duplicate payments. The contractors can distinguish revised invoices by inserting an "R" at the end of the original invoice number, i.e.

Inv123456 (original), Inv123456R (revised).

Contractor must submit an electronic invoice on Wide Area Workflow (WAWF) web site, https://wawf.eb.mil/.

This is a Firm-Fixed-Price task and payment will be based on acceptance of the established work products. A performance and payment schedule will be established after award of the contract. The payment schedule will be based upon interim deliverables and milestones and will be closely aligned with the performance schedule. These milestones may be associated with the monthly progress reports and interim deliverables. During contract performance, if a contractor deviates from their performance schedule then the Government will adjust payment to reflect the contractor’s actual level of performance. The contractor shall provide a proposed performance and payment schedule within ten (10) calendar days after award.

The invoice shall be submitted on official letterhead and shall include the following information at a minimum.

Contract Number Remittance Address Billing Period Brief explanation of provided services Point of Contact and Phone Number Invoice Amount The Charges Shall be Identified by Deliverable or Milestone and a Narrative Description of the

Services Performed Training Itemized by Individual and Purpose (if applicable)

Invoices for final payment must be so identified and submitted when the task has been completed and no further charges are to be billed.

The contractor’s information in the System for Award Management, https://www.sam.gov/, must always match the contractor’s information in WAWF. Incorrect or non-matching information is the contractor’s responsibility and will result in rejected invoices or other similar delays in payment.

7.0 Contract Closeout

The contractor shall submit a final invoice and a completed and signed Release of Claims (to the Contracting Officer, within sixty (60) calendar days after the end of the Performance Period.
