About this file

This is a Statement of Work (SOW) for the Indian Health Service (IHS) Great Plains Area (GPA) seeking comprehensive support services for Enterprise Cisco Unified Communications (UC) and Collaboration systems, plus Resource Patient Management System (RPMS) operations. The contract consolidates two major IT support domains under a single contractor to ensure coordinated oversight and high system reliability across all GPA facilities, including 19 locations with four 24/7 hospitals. The base period is one year with four one-year option periods. Support will be provided primarily remotely using IHS-approved secure connectivity, with onsite work only when authorized in writing by the Contracting Officer's Representative (COR).

The Cisco UC scope includes Tier 3 engineering support for UCM, Unity, Expressway, IM&P, and Webex systems, encompassing troubleshooting complex call flows, SIP trunking, voice gateway issues, and media resource problems. The contractor must manage cluster-level operations, perform system optimization, conduct QoS audits, maintain configuration baselines, execute upgrades and patches, ensure security compliance with IHS/HHS baselines, and deliver monthly incident reports plus quarterly optimization reports. Additionally, the contractor must migrate up to 1,600 phones and six sites from Billings into the GPA Calling Cluster, including configuring new sites, gateway routers with SRST, modifying dial plans, and setting up E911 locations. The RPMS/EHR support requires maintaining 99% system uptime across Windows and IBM AIX environments, providing Tier 2 support for approximately 400–600 tickets annually, managing patches, backups, IRIS database environments, and coordinating Tier 3 escalations with IHS headquarters. Personnel qualifications include a senior-level Cisco UC Tier 3 engineer and a 4–5 person RPMS/IRIS team (AIX experts, IRIS specialists, Windows engineers) coordinated by a dedicated Project Manager, with all staff holding required IHS credentials. Deliverables include monthly performance reports, quarterly optimization reports, preventive maintenance schedules, updated documentation after major changes, and a quality control plan.
