About this file
This is a Performance Work Statement (PWS) for engineering safety training services required by the VA Central California Healthcare System at the Fresno VA Medical Center. The contractor must provide eight distinct safety training programs to approximately 80-110 engineering staff members annually, with all trainers required to hold current OSHA certifications and provide documentation of completion. The training programs include: Fall Protection (quarterly, ~20 staff), Asbestos/Lead Awareness (quarterly, ~20 staff), Confined Space Rescue (quarterly, ~15 staff), Hazard Communication (quarterly, ~20 staff), OSHA 10 (biennial starting 2027, ~15 staff per session), Forklift/Scissor/Boom/Skid Steer Operation (quarterly, ~5 staff), NFPA 70E Electrical Safety (triennial, ~8 staff per session), and Electrical Contact Release (quarterly, ~5 staff). Most training can be conducted via in-person or Microsoft TEAMS meetings, except Confined Space Rescue, NFPA 70E, and equipment operation training, which require face-to-face delivery onsite at the Fresno facility or at approved local vendor locations within 30 miles.
The contractor must provide all equipment, training materials, and supplies at no cost to the Government and deliver certifications in PDF format, training rosters, competency verification, and hard copies of deliverables. Performance will be at 2615 E. Clinton Ave., Fresno, CA 93703, with monthly invoicing in arrears submitted electronically through the Tungsten e-invoice system only after all required deliverables are received. The contractor is responsible for safeguarding equipment and maintaining government-required records, with all data and records becoming Government property. The contract emphasizes strict adherence to VA conduct standards, OSHA compliance, bloodborne pathogen protocols, and security requirements including badge acquisition and prohibition of access to VA information systems. The PWS notes that future modifications may be necessary to update or add training programs and frequencies as regulatory requirements evolve.
