About this file

The document is a question-and-answer file for the Potter Road Engineering Design and Construction Request for Proposal (RFP) from the City of Wixom, Michigan. The RFP seeks engineering firms to provide design and construction engineering services for a 1-mile section of Potter Road from Wixom Road to Beck Road, with the project planned for the 2025 construction season and potentially extending into 2026. The project involves road reconstruction and/or repairs, with potential considerations for sidewalk gaps, culvert assessments, and right-of-way verification. The City reserves the right to award design and construction engineering to the same firm and to evaluate bidders based on proposals, qualifications, and fee schedules.

The project is locally funded using Act 51 funds, with a current construction budget of $360,000. The topographic survey must meet USGS Datum requirements and use NAVD88, and must extend 10 feet beyond the current right-of-way lines. Plans are to be submitted in PDF format, and the scope includes reviewing culverts, assessing road conditions, and potentially evaluating sidewalk additions within the road right-of-way. The City emphasizes field verification of property lines and right-of-way, and expects the selected engineer to provide recommendations on culvert capacity and integrity.

Potter Road Engineering Design and Construction RFP Questions

pg. 1

Question 1. Is it likely design and construction engineering will be awarded to the same firm?

Answer 1. Staff will likely recommend the same engineer to complete both the design and construction engineering. Bidders are reminded, however, that the City of Wixom reserves the right to reject any and all Bids in whole, or in part and accept any Bid or portion of the Bid that, in their opinion, best serves the interests of the City of Wixom whether or not the proposal selected is the lowest monetary proposal received. The City of Wixom also reserves the right to waive the interview process and evaluate bidders based on the Proposals, Qualifications and/or Fee Schedules alone.

Question 2. Is there any intent to add sidewalks where there currently are none on the north side of the road? If so, are there existing easements or will there be additional easements or right-of-way obtained?

Answer 2. A sidewalk review should be considered as part of this project. Gaps within the road right of way would be the only sidewalks that are expected to be evaluated as part of this plan design and construction. Sidewalks requiring easements be can be suggested, however, will not be part of the original bid for is project due to easement acquisition requirements.

Question 3. Are there known culvert crossings? If so, how many? What is the anticipated method for inspection, CCTV, VI, etc.?

Answer 3. There are culverts along Potter Road that will need to be considered within the design and construction of this road. It is expected that the engineer will have recommendations for the City based on the capacity and the integrity of each of the culverts identified in the plan.

Question 4. Please provide clarification of limits, particularly at Wixom and Beck Road intersections.

Answer 4. The review for the engineering design of Potter Road will be from the center line of Wixom Road to the Center line of Beck Road .

Question 5. Will right of way and property lines be established from record information or is field verification required?

Answer 5. The Potter Road right of way and property lines will need to be field verified.

Question 6. Regarding topography, does the City of Wixom have a required datum? Is NAVD88 preferred?

Answer 6. The topography must meet the USGS Datum requirements that are accepted for Federal Emergency Management Agency (FEMA) purposes. Yes, NAVD88 is preferred.

Question 7. The RFP indicates that the topographic survey should be collected “10 feet beyond the Right-of-Way lines.” Based upon the county GIS it appears that many of the parcels along Potter Road are described to the centerline of Potter Road. This being the case, should the topo extend to 10’ beyond the statutory 33’ ROW or to 10’ beyond what appears to be the future ROW of 60’?

Answer 7. On Potter Road the right of way lines are either prescriptive or dedicated. The topography survey is to be collected 10 feet beyond these current right of way lines.
