1. Introduction
1.1. Summary
The Escambia County Board of County Commissioners’ (BOCC) Engineering Department (hereinafter called the County) is responsible for planning, designing, evaluating, permitting, implementing, maintaining, operating, and monitoring capital improvement and rehabilitation projects in Escambia
County, Florida. The proposed contracts will provide for Professional Engineering Services on projects initiated by the BOCC. Services may be comprised of civil, electrical, mechanical, hydraulic, hydrologic, geotechnical, environmental, surveying, mapping, and/or computer aided design (CAD) support. Work may include, but is not limited to, engineering support for data collection, feasibility studies, numerical computer modeling, preparation of engineering reports, performing design analyses, value engineering, independent technical review, preparation of conceptual and contract drawings, contract specifications, cost estimating, construction contract administration, and construction inspection services.
Compensation to the Engineering Consultant/Vendor (Consultant) for services rendered in connection with each Task Order shall be based on individual negotiations using established billable rates mentioned in this solicitation for the actual work to be performed on the Task Order.
This Request for Qualifications is continuous, and vendors may submit their qualifications for review past the initial submittal deadline. New deadlines will be posted periodically to allow the County to gather new submittals.
1.2. Background
All submissions will be processed upon receipt in OpenGov and sent to the department for review during the entirety of the original contract PD 23-24.010 Engineering Professional Services Continuing
Contract. Contracts may be awarded upon the departments positive review and the Escambia County
Board of County Commissioners approval.

2. Scope of Work
2.1. Scope
Consultants will perform engineering and related services for BOCC projects on an as-needed, Task
Order basis. Consultants will be required to execute a Task Order which will specify the scope of services, task schedule, and compensation. Each Task Order will become a part of the contract. The following are examples of services to be provided by the selected, qualified Consultants for each Task
Order.
A. Hydraulics and Hydrology Engineering - Provide personnel and equipment to model, analyze and design a wide array of coastal restoration and flood protection structures including weirs, culverts, water control structures, inlet/outlet and conveyance channels, and pump stations. Designs could consist of wave, storm and/or sediment transport modeling.
B. Structural Engineering - Provide personnel and equipment to analyze and design a wide array of horizontal and vertical structures. This could include coastal and flood protection structures including levees, shoreline protection and breakwaters, gated inlet and outfall structures, weirs, flap gated culverts, structural foundations, retaining walls, etc. Designs could consist of structural steel, concrete, timber, fiberglass and/or soil.
C. Geotechnical Engineering - Provide personnel and equipment to perform geotechnical investigations, analyses, and design. These services may include, but are not limited to:
a) Land based exploration, marine/deep water exploration and marsh/shallow water exploration.
b) Undisturbed shallow and deep soil borings using fixed piston sampler for both 3-inch and 5-inch diameter samples.
c) Cone Penetrometer Testing (CPT)
d) Vibracore sampling
e) Soil classification testing (e.g., moisture content, organic content, unit weight, Atterberg limits, grain size distribution, pH testing, etc.)
f) Strength testing (e.g., unconfined compression – UC; triaxial - UU)
g) Settlement testing (e.g., consolidation test, settling column test, low stress consolidation test, etc.)
h) Geotechnical Engineering (e.g., slope stability analysis, settlement analysis of both underlying soils and self-weight consolidation of dredge material, settlement curves, geotechnical instrumentation, etc.)
i) Subsurface profiles (e.g., strength profiles, geologic profiles, etc.)
j) Detailed engineering reports with analyses and recommendations
k) Reviewing geotechnical reports prepared by other professionals.
l) Construction related geotechnical engineering services.
D. General Engineering - Provide personnel and equipment to perform engineering design on a wide array of coastal restoration, flood protection, and general engineering projects including, but not limited to:
a) General engineering and hydraulic studies
b) Analysis and manipulation of data sets and GIS software
c) Technical document development, review, and presentation
d) Preparation of construction documents including plans, specifications, and bid packages.
e) Engineer’s opinion of probable construction cost
f) Development plan review
E. Project Management - Provide personnel and equipment to manage a wide array of coastal restoration and flood protection projects. These services could consist of managing and developing budgets and schedules, scoping, and administering tasks for sub-consultants. Emphasis should be placed on communication and coordination to ensure timely and cost-efficient project execution.
F. Surveying Services - Supply sufficient personnel and equipment to provide all surveying services necessary to perform topographic, bathymetric, and boundary surveying, develop right-of-way or servitude maps, and provide other existing site data. These services may include, but are not limited to:
a) Topographic surveys to determine the horizontal and vertical position of existing natural features (ground elevations, bodies of water, vegetation, etc.)
b) Bathymetric and hydrographic surveys to determine the shoreline and depths of bays, tidal inlets, and other bodies of water within the project area
c) Magnetometer surveys to locate pipelines, obstructions, or other anomalies as necessary to clearly define borrow areas, flotation access channels, or fill areas
d) Geophysical surveys utilizing side scan, sub-bottom acoustic sonar, and seismic sub-bottom proofing to facilitate geophysical and archeological investigations
e) Establish secondary benchmarks, both temporary (surface monument) and permanent (deep rod driven to refusal), as described by the latest CPRA GPS guidelines and as required to carry out field survey work
f) Surveying and engineering services to produce plan drawings, topographic and contour maps, cross sectional diagrams, and data sets
g) Surveys suitable for the determination of property lines and corners and the preparation of
Legal Descriptions, Property, and Right-of-Way Maps. These surveys will be used to define project boundaries and for the acquisition of property needed for project construction.
h) Survey or video footage produced by drone and manned or unmanned aircraft
i) Construction related surveying services
G. Environmental and Permitting Services - Provide personnel to perform all environmental and permitting services necessary to obtain project permits. Required permits may include, but are not limited to:
a) Cultural Resources clearances
b) NEPA documentation
c) Wetland permits (404 and Nationwide)
d) State Permits (FDEM and NWFWMD)
H. Construction Administration and Inspection - Provide personnel and equipment to perform construction administration and inspection services on BOCC projects. Duties may include, but are not limited to:
a) Contractor supervision and representation of owner
b) Construction inspection services
c) Review and generation of daily work reports
d) Technical document development and review
e) Verification of pay requests
I. Technical Presentations - Provide personnel and equipment to perform technical presentations to county staff, BOCC, county residents, etc.
J. Grant Management - Provide personnel and equipment to perform grant management services for
BOCC projects. Duties may include, but are not limited to:
a) Create, complete, and submit grant application documents
b) Complete and submit quarterly reports and other pertinent grant documentation
c) Provide general advice for pursuit of specific grants by the County Owner’s.
K. Project Management Software - Provide sufficient personnel and equipment to perform the necessary tasks required in the owner’s project management software. Tasks may include, but are not limited to:
a) COP Review and approval of shop drawings, invoices, RFIs, and other pertinent project documents
b) Submission of progress reports, invoices for payment, etc.
c) Submission of plans, technical reports, contract documents, etc.

2.2. Instruction to Submitters
Firms desiring to provide the described professional services shall submit one (1) electronic copy of your firm’s Letter of Interest (LOI) containing all of the requested information no later than the date and time specified in this solicitation. Submittals delivered late shall not be considered or accepted. No exceptions will be made.
A. Proposal Requirements
1. Letter Of Interest (LOI) - Respondent shall submit a letter of interest signed by a corporate officer, principal, or an authorized representative of the prime consultant authorized to obligate the firm contractually. The letter shall include the business address, telephone number, e-mail address, and the name of the prime consultant that the County can contact for additional information.
2. Company Profile - Respondent shall provide a brief profile of the company, which should include the firm’s legal name; history; business structure; designation of the legal entity by which business operates (sole proprietor, partnership, corporate, LLC, etc.); type of ownership (small business, small disadvantaged business or W/MBE business); length of company's existence; locations of the parent company, branch or subsidiary and proposed project team; total number of personnel including personnel by discipline; and firm’s field(s) of expertise. *IMPORTANT: PLEASE BE SURE TO NOTE THE FIRM’S FIELD(S) OF EXPERTISE, AND ALL SERVICES THE FIRM EXPECTS TO PROVIDE INCLUDING WORK THAT WOULD BE

3. Qualifications of Key Personnel - Describe the education, experience and relevant abilities of key personnel and proposed subcontractors who will be responsible for project completion and identify their precise role(s) in accomplishing the work. Awards, certifications, and other information demonstrating personal and professional integrity and competence should be included.
4. Approach to Project/Understanding - Demonstrate understanding of proposed project types and the technical approach to be taken in addressing the proposed work. The description shall include understanding of design and permitting in coastal and inland areas. Describe the project schedule/work management plan strategy to provide the service performance time expected for project types. Also, demonstrate the firm’s Quality Assurance/Quality Control program. The qualifying firm shall provide documentation of its quality assurance/control program, which details the system and checks it uses to ensure quality products.
5. Similar Project Experience - Identify several projects to demonstrate the firm’s prior project experience, within the last ten (10) years, specific to surveying, geotechnical services, engineering design, stormwater design, environmental design, piers, docks and boat ramps, development of construction plans, project cost estimates, bid document preparation, post construction engineering services, construction engineering and inspection (CEI), grant management, technical presentations, and other miscellaneous engineering and planning services.
6. Professional References - Provide a list of references with names, titles, phone numbers, and e-mail addresses of persons representing the owner and general contractor for at least five (5) similar projects identified in subsection “e” above.
2.3. Maximum Continuing Contract Fee Schedule Acceptance
For a “Continuing Contract” to be established between the firm and Escambia County, Florida, a fee schedule must be established. Fee Schedules for the continuing contract shall be established based on the “Current Averages for Audited Overhead, Expense and Facilities Capital Cost of Money (FCCM)
Rates” as provided in the current Florida Department of Transportation (FDOT) Negotiation Handbook
Guidelines for Professional Services Contracts, which is incorporated by reference herein. Please do not provide these numbers with your LOI. Your acceptance of the maximums will suffice. See link below for reference:

2.4. Selection Process and Criteria
Professional Services Consultants will submit their response(s) in accordance with the solicitation.
Escambia County staff will review all responses and will provide the recommendation to award to the
Procurement Office, the County Administrator, and the BOCC. The BOCC will award the contract(s) to the most responsive and responsible vendor(s). The County shall consider such factors as the ability/qualifications of professional personnel, past performance, similar county projects, specifically in
Florida, and willingness to meet time and budget requirements.
2.5. Period of Performance
Consultants selected by the BOCC will provide engineering services to the County on an as-needed basis based upon Task Orders to be issued by the County under the continuing services contract(s). 2.6. Federal Documents for Grants
Certain Contracts may require vendors to follow Federal contract provisions such as CFR 200, CFR 200 -
CDBG-DR, FEMA, ARPA Funds Attachment 8 SLFRF, etc. At the time of the project request if it is
Federally funded, the proper documents will be provided by the County.
3. Pre-Solicitation Activity
All inquiries on the scope of work, specifications, additional requirements, attachments, terms and general conditions or instructions, or any issue must be directed in writing, email to:

All questions or inquiries must be received no later than the last day for questions stated in the solicitation & Legal Notice. Any addenda or other modification to the solicitation documents will be issued by the County five (5) days prior to the date and time of solicitation closing, as written addenda, and will be posted to the Escambia County website at Escambia County Solicitations

Such written addenda or modification shall be part of the solicitation documents and shall be binding upon each respondent. Each respondent is required to acknowledge receipt of any and all addenda in writing and submit with their proposal. No respondent may rely upon any verbal modification or interpretation
4. Preparation of Proposal
A proposal submitted by a partnership shall be executed in the partnership name and signed by a partner (whose title must appear under the signature). The official address of the partnership shall be shown below the signature.
A proposal submitted by a limited liability company shall be executed in the name of the firm by a member and accompanied by evidence of authority to sign. The state of formation of the firm and the official address of the firm must be shown below the signature. All authorized signatories must be registered in Sunbiz.org.
A proposal submitted by an individual shall show the respondent’s name and official address.
A proposal submitted by a joint venture shall be executed by each joint venture in the manner indicated in the proposal. The official address of the joint venture must be shown below the signature.
It is preferred that all physical signatures be in blue ink with the names type or printed below the signature.
The proposal shall contain an acknowledgement of receipt of all Addenda, the numbers of which shall be filled in on the form. The address and telephone # for communications regarding the proposal shall be shown.
If the respondent is an out-of-state corporation, the proposal shall contain evidence of respondent’s authority and qualification to do business as an out-of-state corporation in the State of Florida.
As applicable, a state contractor license # for the State of Florida shall also be included in the proposal, and Respondent shall be licensed in accordance with the requirements of Chapter 489, Florida Statutes.
The Proposal shall be based upon the completion of the work according to the drawings and specifications, together with all addenda thereto.
5. Submittal of Proposal
A proposal shall be submitted no later than the date and time prescribed in the Request for
Qualifications and shall be accompanied by all required documents. It is the respondent’s responsibility to ensure that its proposal is delivered at the proper time.
Each submittal shall include all the items listed in the Vendor Submissions section.
6. Conduct of Participants
The following policy will apply to all methods of source selection:
A. Conduct of Participants
After the issuance of any solicitation, all bidders/proposers/protestors, or individuals action on their behalf are hereby prohibited from lobbying as defined herein or otherwise attempting to persuade or influence any elected County official, their agents or employees, or any member of the relevant Selection Committee at any time during the blackout period as defined herein; provided, however, nothing herein shall prohibit bidders/proposers/ protestors or individuals acting on their behalf from communicating with the purchasing staff concerning a pending solicitation unless otherwise provided for in the solicitation or unless otherwise directed by the Purchasing Manager.
B. Definitions
Blackout Period means the period between the time the bids/proposals for Invitations to
Bid or the Request for Proposal, or Qualification, or Information, or Request for Letters of
Interest, or the Invitation to Negotiate, as applicable, are received at the Escambia County
Office of Purchasing, and the time the Board awards the Contract and any resulting bid protest is resolved or the solicitation is otherwise cancelled.
Lobbying means the attempt to influence the thinking of elected County officials, their agents or employees, or any member of the relevant Selection Committee, for or against a specific cause related to a pending solicitation
7. Integrity of Documents
Respondents shall use the original solicitation documents in the format provided by the Escambia
County Office of Purchasing and enter information only in the spaces where a response is requested.

8. Withdrawal of Submittals
Any Respondent may withdraw its Submittal, either personally or by written request, at any time prior to the scheduled time for opening Submittals.
9. Interpretation
No oral interpretation will be provided to any Respondent as to the meaning of the drawings or specifications. Every interpretation will be in the form of an Addendum to the specifications. Addenda will be furnished to each Respondent, but it shall be the Respondents responsibility to make inquiry as to Addenda issued. All such addenda shall become part of the contract and all Respondents shall be bound by such Addenda whether or not received by the Respondent.
10. Proposal to Remain Subject to Acceptance
All proposals will remain subject to acceptance or rejection by Escambia County for ninety (90) calendar days after the due date.
11. Conditional or Incomplete Proposals
Escambia County specifically reserves the right to reject any conditional or incomplete proposal.
12. Addition/Deletion of Item(s)
The County reserves the right to add or delete any item from this solicitation or resulting contract when deemed to be in the County’s best interest.
13. Specification Exceptions
Specifications are based on the most current literature available. Respondent shall clearly list any change in the manufacturer’s specifications which conflict with the specifications. Respondent must also explain any deviation from the specification in writing, as a foot note on the applicable pricing page and enclose a copy of the manufacturer’s specifications data detailing the changed item(s) with their submittal. Failure of the respondent to comply with these provisions will result in respondents being held responsible for all costs required to bring the equipment in compliance with specifications.
14. Familiarity With Laws
All applicable Federal and State laws, County and municipal ordinances, orders, rules, regulations and
General Terms and Conditions of all authorities having jurisdiction over the project shall apply to the solicitation throughout, and they will be deemed to be included in the contract the same as though they were written in full therein.
15. Compliance with Governing Laws and Regulations
The respondent will be required to fully comply with all applicable federal, state, and local regulations.
16. Examination of Documents and Site
Before submitting a proposal, the Respondents shall familiarize themselves with the nature and extent of the work and any local conditions that may in any manner affect the work to be done and the equipment, materials, and labor required. Respondent shall also examine all drawings, specifications, addenda, and other relevant documents to be thoroughly informed regarding any and all conditions and requirements that may in any manner affect the work to be performed under the contract.
17. Right to Reject Proposal
The County reserves the right to waive informalities in the proposal to reject any or all submissions with or without cause and accept the proposal that in its judgment is in the best interest of the County.
18. Disqualification of Respondents
Any of the following reasons may be considered as sufficient for the disqualification of a respondent and the rejection of its proposal:
• Submission of more than one proposal for the same work from an individual, firm, or corporation under the same or different name. Evidence that the respondent has a financial interest in the firm of another respondent for the same work.
• Evidence of collusion among respondents. Participants in such collusion will receive no recognition as respondents for any future work of the County until such participant has been reinstated as a qualified respondent.
• Uncompleted work which in the judgment of the County might hinder or prevent the prompt completion of additional work if awarded.
• Failure to pay or satisfactorily settle all bills due for labor and material on contracts in effect at the time of issuing the solicitation or default under a previous contract.
• Listing of the respondent by any Local, State or Federal Government/Agency on its debarred/suspended vendor list.
19. Review of Procurement Documents
Per Section 119.071-(1)(b)- 2., Florida Statutes, sealed proposals or replies received by the County pursuant to a competitive solicitation are exempt from public disclosure until such time as the County provides notice of an intended decision or until 30 days after opening the proposals or final replies, whichever is earlier.
20. Investigation of Respondent
The County may make such investigations, as it deems necessary to determine the stability of the respondent to perform the work and that there is no conflict of interest as it relates to the project. The respondent shall furnish to the County any additional information and financial data for this purpose as the County may request.
21. Time of Completion
The entire project shall be completed in the time frame specified in the scope of work.
22. Evaluation of Proposals and Award of Contract
Escambia County will review all proposals and will provide the recommendation to award to the County
Administrator, and the Board of County Commissioners. The County will award the proposal to the responsive and responsible firm(s). The County reserves the right to award the proposal to the respondent submitting a responsive proposal with a resulting negotiated agreement which is most advantageous and in the best interest of the County, and to reject any and all proposals or to waive any irregularity or technicality in proposals received. Escambia County shall be the sole judge of the proposal and the resulting negotiated agreement that is in its best interest and its decision shall be final.
Escambia County reserves its right to reject any or all Proposals, including without limitation nonconforming, nonresponsive, unbalanced, or conditional Proposals. The County further reserves the right to reject the Proposal of any Respondent whom it finds after reasonable inquiry and evaluation to not be responsible. In evaluating Respondents, the County may consider the qualifications of
Respondents and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as a part of the Proposal.
Escambia County reserves the right to waive any informalities or reject any and all submissions, in whole or part, to utilize any applicable state contracts in lieu of or in addition to this solicitation and to accept the solicitation that in its judgment will best serve the interest of the County.
23. Prohibition Against Considering Social, Political or Ideological Interests in Government Contracting
Bidders are hereby notified of the provisions of section 287.05701, Florida Statutes, as amended, that the County will not request documentation of or consider a Bidder's social, political, or ideological interests when determining if the Bidder is a responsible Bidder. Bidders are further notified that the Escambia County Board of County Commissioners may not give preference to a Bidder based on the Bidder's social, political, or ideological interests.
24. Solicitation Expenses
The County accepts no responsibility for any expenses incurred by the bidder in the solicitation preparation and submittal, as well as any other requirements as may be specified in the solicitation. All such expenses are borne solely by the bidder.
25. Negotiations
Should negotiations be required the contents of the proposal of the successful firm shall become a basis for contractual negotiations.
26. Recommended Proposal Preparation Guidelines
All contractors shall provide a straightforward and concise description of their ability to meet the proposal requirements. The proposal shall clearly show the technical approach to include work tasks, estimated time phasing and the proposed approach. The County discourages overly lengthy or costly proposals, all proposals shall be submitted in one electronic file.
27. Form of Agreement
The Contract form shall be provided by the Office of Purchasing. The successful respondent shall, within
10 days after receipt of the Notice of Award and the contract forms or documents, sign and deliver to the County Legal Office all required contract documents. The awarded respondent shall also deliver the policies of insurance or insurance certificate as required. All insurance documents shall be approved by
Escambia County Risk Manager before the successful respondent may proceed with the work.
28. Award
Multiple awards will be made based upon responsibility and responsiveness to the needs of the County.
It is the intent of the County to place Purchase/Task Orders with the responsive and responsible bidders who can provide the services based upon the needs of the County at the time.
Escambia County reserves the right to increase or decrease estimated quantities as required. Estimated quantities are shown on the bid form. It is understood by all bidders that these are only estimated quantities, and the County is not obligated to purchase any minimum or maximum amount during the life of this contract.
29. Identification of Subconsultants/Changes After the Fact
After delivering an initial proposal in response to this solicitation, all submitters are prohibited from substituting, modifying, or amending those sub-consultants identified in the initial written submittal at any time during the course of the solicitation process up to the final award of contract and including question and answer sessions, presentations or technical clarifications and submittals as may be required by the Review/Selection Committee. A substitution or addition of sub-consultants or any other material changes to the submittal after the initial response will cause the submittal to be invalid for review and selection purposes
