About this file

This is an Engineering Grant Services Proposal document related to the City of Cairo, Georgia's Request for Proposals for engineering consulting services. The City of Cairo seeks qualified engineering firms licensed in Georgia to provide preliminary design services and implementation support for a potential FY2026 Community Development Block Grant (CDBG), Environmental Infrastructure Program (EIP), and Georgia Environmental Facilities Authority (GEFA) project. The proposed project scope includes water, sewer, street, and/or drainage improvements for the municipality. Statements of qualifications and proposals must be submitted no later than 5:00 PM on February 16, 2026, to City of Cairo, Attn: Booker Gainor, P.O. Box 29 (119 North Broad Street), Cairo, GA 39828, with sealed envelopes clearly marked "FY2026 CDBG Engineering SOQ." Interested firms should request the Statement of Qualifications Form prior to proposal preparation by contacting Booker Gainor at bgainor@cairocity.net or (229) 377-1722. The City reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process.

The contract may proceed in phases, with preliminary design services to be performed initially, followed by implementation services if the project receives funding. All responding firms must demonstrate technical qualifications, relevant experience in assisting local governments with CDBG program implementation, and current licensure in Georgia. The City of Cairo requires compliance with multiple federal regulations and civil rights provisions applicable to HUD-assisted projects, including Title VI of the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act of 1974, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act of 1990, the Architectural Barriers Act of 1968, and the Build America, Buy America Act.
