About this file

This document is an engineering and design specification for a Direct Digital Control (DDC) Interface related to a state and local contract opportunity in North Carolina involving Durham County and the Charlotte-Mecklenburg Board of Education. The file pertains to HVAC controls upgrade services, specifically for engineering design work associated with building systems integration. The project involves the design and specification of direct digital control interfaces for HVAC systems, likely in support of either the Durham County Emergency Operations Center facility or the Piney Grove Elementary School HVAC upgrade project. The scope of work for engineering and design services is expected to address integrated building systems controls, with qualifications and proposals due September 22, 2026 at 2:00 p.m. Eastern Time. The construction timeline is estimated at approximately 34 months for the primary facility project (October 2026 through May 2028), with the DDC interface design to be completed within the broader project schedule. Site coordination and system integration requirements are integral to the design specifications.

The DDC interface design is a component of the larger HVAC controls upgrade project, which requires qualified professional engineering firms registered in North Carolina with demonstrated experience in building systems and controls design. Firms must demonstrate financial capability, provide evidence of similar work completed within the past three years, and submit detailed proposals including project approach, company background, key personnel resumes, and hourly rates for assigned staff. The project scope encompasses the integration of mechanical systems with the building's audio-visual systems, video surveillance, door access control, fire protection, and other automated building systems. All contractors must comply with North Carolina E-Verify requirements and submit compliance affidavits. The project is being delivered under a Construction Manager @ Risk contract structure, with qualifications packages limited to twenty double-sided pages and submission required to the Durham County Purchasing Division.
