About this file

This document is a question and answer related to a federal Sources Sought notice for a contract opportunity to provide energy efficiency data and analysis to the U.S. Energy Information Administration (EIA).

The Sources Sought notice indicates that EIA is seeking a contractor to provide a database containing energy efficiency program savings data and measure-level incentives for buildings end-use equipment. The contractor will be required to develop program-level cost-effectiveness metrics, compile program-level energy and CO2 savings data, and provide incentive values for measure-level data for as many states as feasible. The anticipated period of performance is a 1-year base with four 1-year options, as a Firm-Fixed-Price purchase order. EIA is conducting market research to assess industry capability to meet these requirements, and is requesting responses by 5:00 PM ET on Thursday, May 2, 2024. No solicitation will be issued based on this Sources Sought notice, but the information gathered may influence EIA's future acquisition strategy.

Question and Answer #1 – 5.2.24

Question: “B. OBJECTIVES The purpose of this task is to update EIA’s representation of utility-sponsored energy efficiency (EE) programs in our National Energy Modeling System (NEMS) and to ensure the associated energy and CO2 emissions savings and program cost-effectiveness data and reports are available to the general public.”

What I’m understanding is, you are seeking a system (Data pipeline) that will collect data from different sources, perform some transformations (ETL process) in order for the contractor to create reports that will be available to the general public?

Answer: No, we are looking for a database containing energy efficiency program savings data and measure-level incentives for buildings end-use equipment.

Question: "The contractor will investigate processes and methods to develop program-level cost-effectiveness metrics, compile program-level energy and CO2 savings data, and provide incentive values for measure-level data for as many states as feasible.”

Are you referring to the metric’s processes and methods for the data or is this is more focused on solutions regarding energy and CO2 emission?

Answer: We do not specify the procedure and methods for data collection. The section you’ve highlighted indicates the contractor will develop a data series, based on the data they collect, that reflects energy savings and CO2 savings that can be attributed to energy efficiency programs and measures. They will also provide dollar values or installed cost shares for energy efficiency incentives available to consumers.
