About this file
This is a Sole Source/Single Source Justification document submitted by Florida Southwestern College's Facilities Management Department for the procurement of a 16-unit solar-powered e-bike and scooter charging station from Enerfusion. The request was submitted on June 2, 2026, by Mat Mason, requestor from Facilities Management, with approval from Rick Pence, Director of Procurement, and Mat Mason, VP Facilities Planning and Management. The charging station features aluminum construction with an integrated canopy capable of holding up to 16 units in a single integrated system. The College anticipates repeated future purchases of this product line rather than a one-time buy.
The total price for the charging station is $32,395, with the vendor identified as Enerfusion located at 1601 Hults Dr., Eaton Rapids, MI 48827, USA, and contact person Joe at joe@enerfusioninc.com. The justification for sole source procurement centers on the product's unique specifications and durability in Florida's climate; competing products use powder-coated steel construction that would corrode in Florida's coastal environment, whereas Enerfusion's aluminum construction provides superior longevity. The College determined that no other system meets all required specifications. The need for this specific charging solution stems from current campus policy issues, as scooters and bikes are routinely parked against building fronts or inside structures for weather protection and battery charging, both of which violate Housing and campus policies. The procurement was approved on June 8, 2026.
