About this file

This is a Sole Source/Single Source Justification document submitted by Florida Southwestern College's Facilities Management Department on June 2, 2026, for the procurement of a 16-unit solar-powered e-bike and scooter charging station. The requestor, Mat Mason, identified Enerfusion as the sole suggested vendor capable of meeting the College's specific requirements. The procurement was approved by Rick Pence, Director of Procurement, and Mat Mason, VP Facilities Planning and Management, on June 8, 2026. The justification addresses the critical need for a weather-resistant charging solution to prevent e-bikes and scooters from being improperly parked against building exteriors or stored indoors in violation of Housing and campus policies.

The proposed charging station is priced at $32,395 and is expected to be a recurring purchase with future buys anticipated. Enerfusion, located at 1601 Hults Dr., Eaton Rapids, MI 48827, was selected as the sole provider based on its unique specifications: aluminum construction with integrated canopy capable of holding up to 16 units in one integrated system. The College determined that competing products manufactured from powder-coated steel are unsuitable due to corrosion risks in the Florida climate and lack the comprehensive integrated specifications required. The procurement exemption from competitive bidding was justified on the grounds that no other system available meets all specified requirements and that student needs would not be satisfied through alternative suppliers.
