Dear Offeror:

Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Detention Center, Honolulu, Hawaii, Contracting Office, for the acquisition of supplemental subsistence items for End-of Year funding concerning fiscal year 2024. This acquisition is set aside for small business. The contract type is firm-fixed price. This package contains all the necessary information for submitting a request for quote for evaluation. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of your quote.

The government reserves the right to award to responsible vendor(s) whose offer conforms to the solicitation and is considered most advantageous to the Government. Quotations will be evaluated on price and past performance. Past performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications etc.) may result with vendors quotes being considered as a non-responsible vendor. All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 (November 2021) for Commercial Items, System for Award Management database (SAMS). This clause requires all contractors doing business with the Federal Government to be registered in the SAM database. Offerors should include their Unique Entity ID provided at SAM.GOV. The Contracting Officer will verify registration prior to award by entering the potential awardee’s UEI number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.

Offerors are asked to comply with the specifications on the solicitation. Substitutions will not be accepted. Offerors must be able to accept the government purchase card for orders totaling under $10,000.00. The form of payment is solely at the discretion of the Contracting Officer.

Offers shall be received on or before the deadline of Friday, August 9th, 2024, at 14:00 (HST) via e-mail only.
