About this file

This is a Proposers' Day registration document for IARPA's Endless Generative Waveforms (End-Gen) program, scheduled for February 27, 2025, from 9:30 AM to 4:30 PM EST in Arlington, VA, with a virtual attendance option via Webex. The program seeks to develop optimization frameworks using generative AI to create waveforms for national security missions, addressing the current challenges of slow, expensive, and repetitive waveform development cycles. The program has two focus areas: generating waveforms directly in operational environments and generating waveform protocols in laboratory settings for field transfer.

Registration deadline is February 24, 2025, at noon EST, with no same-day registrations accepted. Organizations are limited to three in-person attendees each. The event offers two collaboration opportunities: 5-minute lightning talks (maximum 20 presentations, submissions due February 19, 2025) and capabilities statements (5-page maximum). Both opportunities will be made public, and submitted content cannot contain proprietary information. Lightning talk slides and capabilities statements will be posted at https://www.client-meeting.net/end-gen-meeting. The venue location in Arlington, VA will be provided to approved in-person attendees, and a recording will be made available on the IARPA website.

End-Gen Proposers’ Day

Thursday, 27 February 2025, from 9:30 am to 4:30 pm EST

(Event Webex login available starting 27 February 2025 at 9:00 am EST)

Welcome to the Intelligence Advanced Research Projects Activity (IARPA) Proposers’ Day Registration Page for the anticipated Endless Generative Waveforms (End-Gen) program.

REGISTRATION: participants must register by Monday, February 24, 2025, at noon EST.

Same-day registrations will not be accepted. The link to register is: https://www.client-meeting.net/end-gen-meeting.

Overview

The IARPA Endless Generative Waveforms (End-Gen) Proposers’ Day meeting will be held on Thursday, 27 February 2025, from 9:30 a.m. to 4:30 p.m. EST in Arlington, VA., to introduce the End-Gen program to potential proposers and to provide information on technical requirements and program objectives. A virtual attendance option via Webex will also be available.

National security missions need to generate, store, use, transmit, and receive information and data both in secure facilities and “in the wild.” Waveforms are often used as the method for the transmission and reception of data generated in these types of missions. The importance of waveform design is shown by the significant commercial private sector investment to create waveforms that satisfy the population’s need for throughput and reliability of information. The U.S. government has also invested heavily into waveform development for their own mission needs. Due to the broad nature of missions, waveform development can be slow, expensive, and repetitious to meet needs in a changing world. A waveform development and acquisition cycle may take years to field new waveforms, potentially making them obsolete before becoming fully operational.

The End-Gen program is interested in optimization frameworks, such as generative AIs, that can immediately create new waveforms to meet mission needs. Two uses of generative waveforms are of interest: generating waveforms in the wild directly or generating waveform protocols in a lab and then transferring to the wild.

The End-Gen Proposers’ Day is a hybrid meeting with limited seating for in-person attendees.

The event will be broadcast via the Webex video conference platform for remote attendees. Only three attendees per organization or research group will be permitted to attend in person.

Details of the venue will be sent to those who are approved to attend in-person. Additional attendees will only be allowed to participate remotely. For planning purposes, the venue is located in Arlington, VA. A recorded video of the meeting will be made available to the public on the IARPA website at https://www.client-meeting.net/end-gen-meeting.

To attend, participants must register prior to Monday, February 24, 2025, at noon EST. Same-day registrations will not be accepted.

OPPORTUNITIES TO HIGHLIGHT CAPABILITIES

Successful End-Gen proposals will assemble teams with diverse expertise and capabilities. This event provides an opportunity for prospective offerors to scout collaborations with other interested organizations. Participants are welcome to present lightning talks and submit capabilities statements. The information submitted in either format will not be reviewed or considered by the government for any purpose other than to ensure the appropriateness of content.

Lightning Talks

1. IARPA will make available the opportunity for registrants to present 5-minute lightning talks. These lightning talks should be seen as a mechanism to highlight technical capabilities of the presenter aligning with End-Gen objectives. No live questions or overruns of the 5-minute presentation period will be permitted.

2. To ensure consideration for approval, lightning talk presentations should be submitted to dni-iarpa-end-gen-proposersday@iarpa.gov by Wednesday 19 February 2025, at noon

EST.

3. An agenda of accepted lightning talks will be emailed the week of 24 February 2025, and shared at the start of the End-Gen Proposers’ Day.

4. Presentations which do not appear to address the End-Gen objectives or are inappropriate will not be accepted for presentation.

5. Only one lightning talk per organization will be permitted, excepting professors at the same University or College.

6. Presenters must submit their lightning talk presentations from the email associated with their registration.

7. Each lightning talk may only have one presenter.

8. All submitted lightning talk slides will be made available for public access. Presentation of a lightning talk is assumed to construe consent to share the contents, even if they may be marked as proprietary or company sensitive information.

9. A maximum of 20 lightning talks will be presented. Any accepted lightning talks beyond this number will have their slides posted online for public access but no recording will be made.

10. Lightning talks may be presented in-person or virtually.

Capabilities Statements and Teaming Information Forms

11. As an option to facilitate teaming, potential proposers may submit a Capabilities Statement (5 pages maximum) and a completed Teaming Information Form (posted with this notice) to IARPA for possible posting on our website at https://www.client-meeting.net/end-gen-meeting.

12. IARPA does not guarantee that all Capabilities Statements will be posted. This information will not be reviewed or considered by the government for any purpose other than review for appropriate content.

13. IARPA will attempt to post this content in a timely manner upon receipt. Such posting will be taken down at or around the time the BAA closes.

14. Submission of a capabilities statement is deemed consent to post the statement, notwithstanding markings such as “Proprietary or “Company Sensitive.”

Participants in either activity should not submit anything they consider proprietary or protected information as this information will be shared with the public. No classified information may be submitted or presented.

Deadline to register for the Proposers’ Day: Monday, 24 February 2025, at noon EST.
