About this file

This document is an enclosure to a Justification and Approval (J&A) that outlines emergent work items required for a naval vessel currently undergoing overhaul at Alabama Shipyard. The work encompasses nine critical corrective maintenance tasks identified during pre-certification inspections and operational assessments.

The required work items include: ABS discrepancy corrections to achieve regulatory compliance and Coast Guard certification; flight deck safety net replacement to support vertical replenishment operations; replacement of a non-operational start air compressor to restore propulsion system redundancy; overhaul of inoperative Limitorque valve operators for firefighting foam supply and cargo fueling systems; repair of the port anchor windlass hydraulic power unit; replacement of deteriorated deck covering in CPO and crew mess areas; restoration of uninhabitable staterooms affected by mold contamination and water damage; and repair of inoperative air conditioning units affecting crew habitability. The justification cites the necessity of maintaining regulatory compliance, restoring critical shipboard systems, and enabling safe return to operational service. The document argues that limiting procurement to the current contractor (Alabama Shipyard) is justified by the contractor's existing mobilized workforce, facilities, and material support infrastructure already on-site, asserting that duplicative mobilization and vessel access requirements for alternative contractors would cause unacceptable schedule delays, increased costs, and potential degradation to fleet readiness.

Enclosure to J&A No. N10426C1206P00003

WI Description

0113 CCO-001

ABS Discrepancy Corrections ABS surveyors will conduct regulatory inspections and identify structural, piping, watertight hatch, watertight door, and load line discrepancies requiring correction prior to issuance of the vessel’s annual Certificate of Inspection (COI) by the U.S.

Coast Guard. Failure to correct these discrepancies would prevent the vessel from obtaining required class and regulatory certifications necessary for continued operation.

0162 CCO-002

Flight Deck Safety Net Replacement NAVAIR conducted a Pre-AVCERT inspection and determined that the flight deck safety nets require replacement to achieve flight deck certification. Replacement is required to support vertical replenishment (VERTREP) operations necessary to supply U.S. Navy vessels with critical materials.

0579 CCO-006

Replace #2 Start Air Compressor One of the vessel’s two start air compressors is currently out of commission (C3 CASREP 26-002). Loss of the remaining compressor would result in the inability to start the main propulsion engines and ship service diesel generators, resulting in a C4 casualty. Replacement is required to restore system redundancy and maintain propulsion operability.

0580 CCO-007

Limitorque Valve Operator Overhaul The flight deck AFFF firefighting foam supply valve operator is inoperative, impacting aviation firefighting capability. Additionally, two cargo fuel Limitorque valve operators are inoperative, preventing proper remote operation from Cargo Control. These deficiencies were identified during the Pre-AVCERT inspection and must be corrected to restore safe cargo fueling operations and aviation support capability.

0581 CCO-008

Port Anchor Windlass Hydraulic Power Unit (HPU) The port anchor windlass is currently out of commission (C3 CASREP 25-017), leaving the vessel with only one operational anchor windlass. Original Equipment Manufacturer (OEM) support is required to conduct repairs and demonstrate proper operation to ABS.

0663 CCO-010

CPO and Crew Mess Deck PRC Replacement The deck covering in the Chief Petty Officer and Crew Mess areas is deteriorating and separating from the deck due to moisture accumulation from the space’s air handling systems. This condition presents a slip and trip hazard and must be corrected to maintain acceptable hygiene and habitability standards.

0664 CCO-011

Stateroom Habitability Repairs Several staterooms have been rendered uninhabitable due to mold-contaminated carpeting and deteriorated decking in head and shower areas. These deficiencies were identified during tank cleaning and stateroom inspections. Repairs are required to restore habitable living quarters necessary to support full crew complement during deployment.

0803 CCO-012

Air Conditioning Units and Bridge Air Handler Two of the vessel’s three air conditioning units are currently inoperative (C2 CASREPs 25-056 and 25-074). Failure of the remaining unit would result in loss of air conditioning throughout accommodation spaces, significantly impacting crew habitability and operational endurance.

Completion of the above emergent work items during the current availability is necessary to maintain regulatory compliance, restore critical shipboard systems, and ensure the vessel can safely return to operational service in support of fleet requirements. Due to the vessel being in overhaul with Alabama Shipyard, the contractor’s existing industrial workforce, facilities, and material support infrastructure are already mobilized to perform the required work. Awarding these efforts to another contractor would require duplicative mobilization and access to the vessel that is not feasible within the scheduled availability window. Accordingly, limiting the procurement to the current contractor is necessary to avoid unacceptable schedule delays, increased costs, and potential degradation to fleet readiness, thereby justifying use of the cited statutory authority
