In cases where Equipment Specifications and the DDP refer to MIL-HDBK-454, 28 April 1995, the handbook shall be used for guidance only except that ANSI/IPC-A-610 and ANSI J-STD-001 shall apply to electronic assemblies such as printed wiring boards and circuit card assemblies. In cases where Equipment Specifications and/or the DDP refer to MIL-S-13949, ANSI/IPC-4101 may be used as an alternate.

Later versions of the governing documents cannot be imposed on the program without mutual agreement of the parties. For those documents controlled by Lockheed Martin Corporation, Contracting Officer approval of submitted changes shall constitute mutual agreement.

1. GENERAL REQUIREMENTS (SOW ITEMS APPLICABLE TO ALL CLINS, UNLESS OTHERWISE STATED)

2. INTEGRATED PROGRAM MANAGEMENT

0. Contractor Performance Management System

The Contractor shall establish, maintain, and use in the performance of this contract an integrated performance management system. Central to this integrated system shall be an Earned Value Management System (EVMS) in accordance with DFARS 252.234-7001, DFARS 252.234-7002, DFARS 252.242-7005, and the EVMS guidelines contained in Electronic Industries Alliance Standard 748, Earned Value Management Systems (EIA-748-C). To establish the integrated performance management system, the EVMS shall be linked to and supported by the Contractor’s management processes and systems to include the Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Contract Work Breakdown Structure (CWBS), change management, material management, procurement, cost estimating, and accounting. The correlation and integration of these systems and processes shall provide for early indication of cost and schedule problems, and their relation to technical achievement. (IPMR CDRL DI-MGMT-81861A approved per Strategic Systems Programs Instruction (SSPINST) 7720.4)

0. Contractor Work Breakdown Structure

The Contractor shall maintain the CWBS and dictionary in accordance with DI-MGMT-81334D using MIL-STD-881D per the CDRL. The CWBS shall provide the basis for further extension by the Contractor to lower levels during the performance of the contract. The Contractor shall extend the CWBS to the appropriate level required to provide adequate internal management, surveillance, and performance measurement, regardless of the reporting level stipulated in the contract for Government visibility.
