The reimbursement limitation of $0.00 indirect costs dollars herein applies but is not limited to handling charges, general and administrative cost, overhead, and any other indirect cost / indirect cost rate category of the contractor.

1.10.3.3 Profit/Fee: Under this contract / task order, the Government will not pay the Contractor profit or a fee on any reimbursed travel expenses.

1.10.3.4 Total Cost Reimbursement, Reimbursement Requests, and Reimbursement Request Supporting Documentation Requirements:

1.10.3.4.1 Under this contract / task order, the specific quantity of trips, origin and destination, quantity of travelers, and cost are not readily determinable therefore the total travel costs for this contract / task order are not known / readily determinable. For this purpose, the Government has established a not-to-exceed (NTE) value for the purposes of reimbursing travel expenses for each Cost Reimbursement (CR) CLIN, or Sub-CLIN (where applicable), under each contract / task order performance period. All contractor requests for reimbursement shall be limited to reasonable, allocable, and allowable direct travel expenses in support of this contract / task order as set forth in the preceding sections and referenced FAR Clauses, Parts, and Subparts covering the reimbursement of these costs. Reimbursement requests shall be submitted as Cost Vouchers within Wide Area Workflow (WAWF) as required in DFARS Clause 252.232-7006 “Wide Are WorkFlow Payment Instructions”, specifically subparagraph (f)(1)(i); with a separately identified payment amount for each CR CLIN, or Sub-CLIN (where applicable), that reasonably reflects the contract / task order work performance for which payment request is being submitted in accordance with DFARS 252.204-7006 “Billing Instructions-Cost Vouchers” subparagraphs (a) and (b); and shall be properly supported with all documentation appropriate to support the type of payment request in accordance with the payment clause, contract / task order financing clause, or Federal Acquisition Regulation 52.216-7, Allowable Cost and Payment, as applicable to the contract / task order, as required in DFARS Clause 252.232-7006 subparagraph (f)(4). Under this contract / task order, the applicable payment clause for the CR Travel CLINs is FAR 52.216-7.

1.10.3.4.2 The documentation submitted with the Cost Voucher in WAWF shall be sufficient to support Government review and validation that the reasonableness, allocability, allowability tests, and limitations set forth in FAR 31.2 and its subsections have been met to ensure only actual allocable, reasonable, and allowable costs are being reimbursed prior to and in support of contract / task order closeout. Under this contract / task order, this documentation submitted in support of Cost Vouchers in WAWF shall include at a minimum, a copy of the COR’s written pre-approval of the travel (i.e., trip) before expense was incurred by the Contractor; a copy of the Contractor’s trip report (Deliverable A011) pertaining to the specific travel/trip for which reimbursement is being requested with all applicable evidence, such as original receipts, substantiating the actual expenses incurred for the travel reimbursement request; and (3) evidence of the Contractor’s efforts to document the reasonable, allocable, and allowable tests set forth in FAR 31.2 within its accounting records were accomplished for the incurred travel expenses included in the payment request (i.e., Cost Voucher) prior to submitting the reimbursement request. Claimed direct travel expenses submitted on payment requests under this contract / task order are subject to audit and the invoiced costs are subject to adjustment as set forth in FAR 52.216-7(g). See FAR Subpart 42.803 “Disallowing costs after incurrence” for additional information.

1.10.3.4.3 Under this contract / task order, the not-to-exceed ceiling amounts for the CR Travel CLINs, once established under this contract / task order, are not anticipated to change. However, should the Government determine that a revision to the NTE ceiling amount is needed in any given contract / task order performance period, the changes will be negotiated/coordinated with the Contractor and adopted via a bilateral contract / task order modification at that time. The aggregate of all reimbursed travel expenses under this contract / task order shall not exceed the total NTE value and funded amounts set forth at the CR Travel CLIN level for this purpose under each contract / task order performance period. Funding under these CLINs may be provided incrementally or in full as set forth in FAR 52.232-20 and 52.232-22, respectively. The contractor shall provide timely notice regarding funds utilization, as applicable to the acquisition circumstances for the specific CR Travel CLIN during each contract / task order performance period, as set forth in these clauses. Except as required by other provisions of this contract / task order, specifically citing and stated to be an exception to either clause 52.232-20 or 52.232-22, as applicable to the respective performance period, the Government is not obligated to reimburse the Contractor for incurred costs in excess of the total CR Travel CLIN NTE value and allotted funding for this purpose under each contract / task order performance period nor is the Contractor obligated to continue performance of this reimbursable portion of this contract / task order or otherwise incur costs for this purpose in excess of the funded amount stated on the CR Travel CLIN in a performance period unless and until the conditions set forth in FAR 52.232- 20(d) and 52.232-22(f), respectively, have been satisfied.

1.10.3.4.4 For additional information regarding the processes, procedures, and limitations governing reimbursement of costs under this contract / task order, see contract / task order clauses FAR 52.216-7 “Allowable Cost and Payment”, FAR 52.232-20 “Limitation of Cost”, FAR 52-232-22 “Limitation of Funds”, DFARS 252.204-7006 “Billing Instructions-Cost Vouchers”, DFARS 252.232-7006 “Wide Area WorkFlow Payment Instructions” included in this contract / task order.
