About this file
This is a Statement of Work (SOW) for Strategic Systems Programs (SSP) Test Measurement and Diagnostic Equipment (TMDE) Life Cycle Support services, effective February 4, 2026. The contractor shall provide comprehensive technical services supporting TMDE operations for OHIO/COLUMBIA and VANGUARD/DREADNOUGHT Class Submarines across five primary service categories. Program Coordination Support Services include liaison activities, coordination of technical documentation, participation in TMDE/Calibration program meetings at Bangor, Washington and Kings Bay, Georgia, coordination of TMDE Status Inspections on OHIO/COLUMBIA Class submarines, and management of US/UK Inter-laboratory Comparison Programs including higher-level calibration of artifacts. Information System Support Services require detailed understanding and working knowledge of the SSP TMDE LCS Program Information Data Quality System (PIDQS), OHIO/COLUMBIA electronic information systems (METBENCH Calibration Management System and Planned Maintenance System Scheduler), and Calibration Inventory and Servicing Data structures including TRIDENT Planned Equipment Replacement Program data capture and reporting.
Fleet and Training Support Services mandate contractor capability to administer calibration training and indoctrination to Fleet calibration crew personnel, provide training on onboard SSP-approved O-Level calibration inventory and recall systems, and deliver technical support to calibration crews using Navy calibration information systems. Shipboard Calibration and Scheduling Program Support Services require coordination and implementation of O-Level Calibration Inventory and Recall System policies, resolution of trouble calls within two business days, data recovery capabilities for hardware/software/power failures, data replication and accuracy maintenance, coordination with NSWC Crane and SWS facilities to ensure TMDE requirements and inventory compatibility, and notification of identified discrepancies to Strategic Weapon Facilities Pacific and Atlantic. Technical Support Services include generating and responding to TMDE problem reports, coordinating US/UK Inter-laboratory Comparison Programs using Youden Plot methodology, maintaining Government Furnish Equipment calibration standards with ISO/IEC 17025 accreditation, establishing unique identification systems for GFE, and preparing technical analyses and assessments to support TMDE Exchange Pool requirements.
