About this file

This is a Navy instruction document (SSPINST 5500.1) that establishes check-in and check-out procedures for resident contractors at Strategic Systems Programs (SSP). The instruction defines resident contractors as those who work on contract in SSP spaces and are required to follow security requirements related to information, physical security, and personnel security.

The document outlines specific procedures for contractor onboarding and offboarding, including completing a Resident Contractor Package, attending security orientation, obtaining SSP badges and Common Access Cards (CAC), mandatory training requirements through Total Workforce Management Services (TWMS), and IT system access protocols. It assigns responsibilities to various parties including government supervisors, resident contractor supervisors, local SSP Security Managers, and the contractors themselves. The instruction includes detailed requirements for handling classified information, safeguarding SSP-issued laptops and cell phones, and badge protocols. The document contains multiple forms and checklists that contractors must complete during check-in and check-out processes, including security indoctrination acknowledgments, information sheets, and termination statements.
