About this file
This is a Notice of Intent to Award issued by the State of Michigan Department of Technology, Management & Budget Printing Services for RFQ #26*0471 concerning the production of 75,000 EN 416 #10 special window envelopes with security tint. The evaluation process has been completed, and the document outlines the bidding results and recommended vendor selection. Four vendors submitted quotes for this printing project, with turnaround times ranging from 7 to 30 working days. Protests of the award decision must be submitted electronically through the Vendor Self Service system by the deadline specified on the Notice of Intent to Award. Questions regarding the project should be directed to print consultant Brad Schumann at 517-636-6143 or SchumannB@michigan.gov, or for inquiries about the Printing Services process, contact Andrew Hale at 517-636-0092.
The recommended vendor is Wolverine, which submitted a quote of $2,677.00 with a 10 working day turnaround time, scoring 20 points for pricing, 25 points for turnaround, 25 points for price hold, and 25 points for experience. The competing bids were as follows: Image Printing at $2,410.00 (lowest price), Envelope Printery at $3,195.75, and Forms Plus at $3,254.00. While Wolverine's price was not the lowest, the award recommendation was based on best value criteria that weighed turnaround time, price hold capability, and experience alongside cost. Notably, Wolverine is located in Ohio rather than Michigan, whereas Image Printing and Envelope Printery both meet the "Printed in Michigan" preference criterion. The Department of Technology, Management & Budget reserves the right to perform the work in-house and will issue an actual award only after an order is received and the final decision to issue the project to the recommended vendor is made.

Evaluation Process Award recommendation is made to the responsible bidder who offers the best value to the State of Michigan. Best value is based on the quote providing the best combination of evaluation criteria factors and price.
