About this file
This document is a Brand Name Justification for Commercial Items and Commercial Services submitted by the Export Import Bank of the United States (EXIM). The procurement concerns EMIS Intelligence, a research platform provided by Internet Securities, LLC, classified under multiple NAICS codes (424920, 513210, 518210, 541690) and PSC codes (7630, 7A21, 7H20, B507). EXIM requires access to country-specific data and reports to conduct due diligence on borrowers, and the justification asserts that EMIS provides unique native-source information not generally available through other research databases such as EIU, LexisNexis, and BMI. The Research and Information Services (RIS) librarians have utilized EMIS for over 10 years and find it valuable for end-users, particularly those in the Analysis and Monitoring Division (AMD) who extensively use the materials when preparing monitoring reports.
The justification identifies FAR 6.302-1 as the applicable authority—that only one responsible source exists and no other supplies or services will satisfy agency requirements. Market research conducted by EXIM indicates that competing products either lack the specific features described in the solicitation scope or cannot be modified to meet the agency's needs. The document includes standard instructions for potential offerors offering "equal" products, requiring clear identification by brand name and model number, submission of descriptive literature, attestation that products are commercial items, and line-item pricing for an initial 12-month base period plus four one-year option periods. Both the Contracting Officer Representative (Jacob Berg, signed June 25, 2026) and the Contracting Officer (Patricia Ludlow, signed June 30, 2026) have certified the accuracy and completeness of the justification.

SINGLE / LIMITED SOURCE -or- BRAND NAME JUSTIFICATION for
COMMERCIAL ITEMS AND COMMERCIAL SERVICES
The Government is required to ensure that the procurement of goods and services is adequately competitive. In the event that certain goods or services are only available from a certain source, or that a specific brand of a product is required, adequate justification must be provided. Below must be completed in its entirety and all answers filled out as completely as possible.
IAW FAR 5.102(a)(6), when an acquisition contains brand name specifications, the Contracting Officer shall include with the solicitation the justification or documentation required by 6.302- 1(c) [@ Government Point of Entry (GPE) https://www.sam.gov minimum 30-days combined synopsis IAW 12.603], 13.106-1(b) [under Simplified Acquisition Threshold], or 13.501 [sole source exempt from FAR Part 6 and not exceeding $900k], redacted as necessary.
Select the appropriate justification by placing an X in the appropriate box below.
This purchase requires Single / Limited Source Justification (LSJ). By checking this box, the requester asserts that adequate market research has been performed to reach this determination.
OR
This purchase requires a Brand Name Justification. Due to pre-existing specifications, a specific brand of the given goods or services is required to satisfy the need. By checking this box, the requester asserts that adequate market research has been performed to reach this determination.
For the following questions, provide all information available, as specifically as possible.
1. What goods or services are required? For brand name or equal, salient characteristics below are firm requirements. A proposed "equal" item must meet the below firm requirements to be considered for award.

Firm Requirements
1. As attached, the salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation scope (Statement of Work/Requirements (SOW or SOR).
2. EXIM requires access to a range of data and reports in order to conduct due diligence on borrowers. EMIS provides unique country-specific information obtained from native sources in countries, including some local ratings reports. This emphasis on native sources is not something generally seen in other research databases to which EXIM has access. The analyst reports, industry reports and other specialized research compilations included in EMIS would cost far more if they had to be bought individually
2. What market research was conducted to conclude that a Single Source or Brand Name justification is necessary?
Market Research
EMIS Intelligence features are essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature(s) as described in the specified in the solicitation scope (Statement of Work/Requirements (SOW or SOR), do not meet, or cannot be modified to meet, the agency’s needs.
Research and Information Services librarians are familiar with vendors in the emerging markets space and continue to find EMIS a useful complement to EIU, LexisNexis, BMI, etc. RIS has had access to EMIS for over 10 years and finds it valuable to our end-users, especially those in AMD who use its materials extensively when they are writing their monitoring reports. Multiple sources of information are important to have so that varying points of view may be examined.
3. Are there any substitutes or equivalent items or products that could firmly meet mission requirements? If not, explain.
